Housing Authority site appropriate?
Answer: (Applicant) That site was looked at and there is not enough
room for the center. Also, the social service needs were
plotted on a map.

this center the way to do it.?
Answer: No answer was recorded at the meeting.

Answer: (Applicant) That is unknown at this time. A statewide count
is being done now.
30. Question: (Resident) There is crime in the neighborhoods. There are
barking dogs and the housing has gone down in value. What
happens to the people when the center closes?

31. Comment: (Applicant) A Food Bank demographic study was done and it
shows that 80% of the users live within 5 miles of the Food
Bank.
32. Question: (Resident) Has the center talked to job training folks to
collaborate?
Answer: (Applicant) Not sure if the workforce center is involved.

Answer: (Applicant) The process to appoint is not yet determined.
Anyone interested in being on the Board should make their

this shelter have to be in this location if the people have
vehicles?

23. Question: (Resident) Why aren't current United Way agencies covering
these services?
Answer: (Applicant) Fort Collins Housing Authority example, County
experience going through the process.

Answer: (Applicant) There will be more services in the center.

are not here tonight. Will it go through?

proposal and request goes through the City's development
review process and a decision is ultimately made by the
Planning 8v Zoning Board.

Answer: (Applicant) We are working with the City Police Department.
Housing will be a question of the clients.

and being able to free up other resources.

and this new housing services day center?
Answer: (Applicant) The anticipation is that they will not have the
same clients.

Answer: (Applicant) About 30 - 40 people daily.

needs?
Answer: (Applicant) To date that hasn't happened to the level
necessary.

Answer: (Applicant) There will be 15 offices and volunteerism is a part
of this center.

community concerns long-term?
Answer: (Applicant) Develop neighborhood relationships and groups.

Answer: (Applicant) Other sites have been looked at; however, the
near homeless/homeless are here, existing services
(Salvation Army, for example) are here.

area?
Answer: (Applicant) That is not anticipated, but do not know for sure.
There will be strict rules that deter some.
Question: (Resident) How will people know the rules?
Answer: (Applicant) Through word-of-mouth in the community.

throughout the City?

Question: (Resident) Is there any guarantee that this center cannot
become a 24-hour facility?
Answer: (Applicant) That type of "change of use", from a day shelter,
would require a Planning and Zoning Board decision. The
Industrial District does not allow a 24-hour facility.

Answer: (Applicant) It is a collaborative effort, private funding and
grants.
Question: (Resident) What is the referral process and exceptions?
Answer: (Applicant) Housing, finance, jobs could refer.

The applicant/developer for the United Way Housing Services Day Center is
proposing a housing services day center in a new 10,000 square foot, 1-story
building on Lot 3 of Block 4, Conifer Industrial Park. The center would be for
daytime use only. No overnight stays will be permitted. A future 5,000 square
foot building may be proposed on Lot 2 of Block 4. The properties are located at
the northwest corner of Conifer Street and Blue Spruce Drive. They are in the I
- Industrial Zoning District.

1. Question: (Resident) What is "appealable" to City Council if approved or
denied by the Planning and Zoning Board?
Answer: (Applicant) The appeal package, identifying grounds for
appeal, is available in the City Clerk's office.
2. Question: (Resident) Urban renewal = growth. How does this proposed
housing services day center fit into that concept?

3. Question: (Resident) What effect on property values has occurred on
others that have similar centers in the area?

Dear Resident:
On Monday, August 28, 2006, from 6:30 p.m. to approximately 8:00 p.m. at Grace Fellowship
Church*, 1201 North College Avenue, the City of Fort Collins Planning Department will conduct a
neighborhood information meeting to discuss a development proposal in your neighborhood.
The applicants are proposing a housing services day center for United Way in a new 10,000
square foot, 1-story building on Lot 3 of Block 4, Conifer Industrial Park. The center would be for
daytime use only. No overnight stays will be permitted. A future 5,000 square foot building may
be proposed on Lot 2 of Block 4. The properties are located at the northwest corner of Conifer
Street and Blue Spruce Drive. They are in the I - Industrial Zoning District. A Vicinity Map,
showing the location of the site, is attached. More detailed plans will be presented at the
neighborhood meeting.
The purpose of this meeting on August 28th is to give all participants the opportunity to ask questions
of the applicant and express their concerns in an informal setting. This is an information sharing
meeting only and no official City decision will result from this meeting. A "formal"
development review request has not vet been made to the City. When submitted, a
development request must comply with the requirements and standards as set forth in the
City's Land Use Code. Representatives for the applicant will be present to discuss their proposal.
City representatives will be present to respond to questions about the proposed development, City
policies and regulations, and to record questions, comments, and concerns expressed at the
meeting.
The list of affected property owners for this public information meeting is derived from official
records of the Larimer County Assessor. Because of the lag time between home occupancy and
record keeping, or because of rental situations, a few affected property owners may have been
missed. Please feel free to notify your neighbor of this pending meeting so all neighbors may have
the opportunity to attend. If you are unable to attend this meeting, written comments are welcome.
