United Way responded with a statistic that District One has traditionally had. the largest
volume of calls regarding the chronically homeless. It is difficult to draw any
conclusions about the Mennonite church's cold weather shelter because it is central to
where the historical call load has been. The Salvation Army opening a cold weather
shelter did little to affect the number of calls made to the police department. Any
changes that occurred were not statistically significant. The Housing Services Day
Center will not be a place for the chronically homeless to stay during the day. These
services will continue to be offered by the Salvation Army's cold weather shelter in
south Fort Collins.
It was also asked who would be running the facility. We answered with the coalition
looking into different options. A project manager was hired to develop quality programs
and, procedures for running the Center based on other sites that have been successful
in helping families and individuals who are homeless to maintain housing.
A large discussion took place regarding where the people would go at night and how do
we prevent them from hanging out in the neighborhoods. We responded by saying the
Housing Services Day Center will serve clients who are either homeless or near
homeless. The Day Center will provide case managed services allowing those who
want help out of their current situation to get the help they need. The population of
clients the Day Center will focus on will likely already have their own transportation and,
after receiving the services they need, will return to their home or to the home of friends
and relatives.where they are.currently staying. Clients who are staying in one of the two
overnight shelters available in Larimer County will be provided with transportation back
to the shelters at the end of the day when the Day -Center closes. We don't expect the
situation will change in north Fort Collins regarding those individuals referred to as the
"chronically homeless" who sleep outside, in vehicles, or some other place not meant
for inhabitation. The Housing Services Day Center will not result in more people on the
streets at night in north Fort Collins. The North College area is under jurisdiction of
police officers in what is called "District V We have a commitment from the officers in
District 1 to maintain the number of patrols in the area, which, along with the services
offered at the Center, may even result in a decreased presence of those chronically
homeless individuals overnight in north Fort Collins.
Lastly, neighbors were concerned that the property value would decrease because of
the Day, Center. There is not a "yes" or "no" answer to this question. There is not a
comparable project in a similar area that could provide a definitive answer, and there
are too many factors depending on the market to come to a valid conclusion. The
Housing Services Day Center Board has taken careful consideration in designing a
building that is aesthetically pleasing. Parking will be located behind the building, not
visible from the main road. Clients will not be permitted to loiter on the property of the
Center. If individuals are not clients of the facility, or are not in the Center working with
their case manager, they will not be allowed on the premises. The mission statement
for the Housing.Services Day Center includes "as important as the services we provide
are or relationships with our neighbors and the community." The Center is being
developed to make our community stronger by meeting an unmet need. The neighbor's
support and ideas are important to us.

All shrub beds to be mulched with 2" mixed cobble mulch to a 4" depth. Edging
` between grass and shrub beds shall be 1/8" x 4" steel set level with top of sod. Irrigated
turf, to be sodded with 60/40 Kentucky bluegrass / fescue blend. Native seed areas to
be seeded with blend of buffalo grass, blue gamma and brome / fescue.
To the maximum extent feasible,. topsoil that is removed during construction activity
shall be conserved for later use. Prior to installation of plant materials, areas that have
been compacted or disturbed by construction activity shall be thoroughly loosened.
Organic amendments.such as compost, peat, or aged manure shall be thoroughly
incorporated to 3 cubic yards per 1,000 square feet.
Unless otherwise described or depicted on this plan, the development and use of the
site will be regulated by the appropriate chapters and sections of the City of Fort Collins
municipal code.'
Notwithstanding any information shown on these PDP graphics, this project shall
comply with the Larimer County Urban Area Street Standards adopted on 10-1-2002, as
amended, for all public improvements.
The purpose of this PDP is to establish the standards which will regulate the
development and use of the site, and to present a complete preliminary design for all
aspects of the development.
We have and will continue to hold neighborhood meetings to understand and
adequately reply to the neighborhood's concerns. One of the concerns raised at a
recent neighborhood meeting was why this project was being proposed on the north
end of town, when there are more jobs available on the south end of town. We
responded by saying that the population that the Housing Services Day Center will
serve is :needing to access the north end of town to attain other service centers. Our
proposed location. offers a convenient way for our clients to get all of their needs met
most conveniently and. timely.
We also noted that 50 potential sites were.considered for this building location.
Ultimately, this site was chosen based on cost effectiveness and location that is in close
proximity to other social services clients will utilize (Food Bank, Larimer County Human
Services, and Salud). The Housing Services Day Center will serve those who want to
overcome their current situation. Clients not willing to participate in case management
can continue to utilize the Salvation Army's services in south Fort Collins.
Another question that arose was why Loveland was supporting a service center in Fort
Collins. It was explained that the cost to build and operate a facility to provide day
services to homeless is enormous. The cost to duplicate the Housing Services Day
Center in Loveland is not realistic to serve the limited number of individuals from
Loveland that would utilize the services.
Another concern from the neighborhood was that they believed homeless people didn't
want to work. This is true for some, but those included in this group will be served by
the south location. Only those actively seeking assistance with housing, employment,
child care, mental health and substance abuse issues, and following through with their
case plan will be served by the Housing Services Day Center in north Fort Collins.

The proposed exterior lighting will be pole -mounted luminaries at drives and parking
areas. Both pole and building -mounted fixtures will feature down -directional and sharp
cutoff luminaries. All rooftop and ground mounted mechanical equipment is to be fully
screened from public view with rooftop parapet walls and landscaping. All signage to
comply with local sign code. The trash enclosure will be mounted on concrete and be
constructed of materials to match the buildings. Any trash enclosure gates will be
constructed of solid material. Bike racks will also be permanently anchored to concrete.
All handicap parking spaces and ramps are to be verified with civil engineer for grading,
drainage, and accessible route considerations. Handicap parking spaces should slope
no more than 1:48 in any direction. All accessible routes should slope no more than
1:20 in direction of travel and no more than 1:48 cross slope.
The project will be landscaped with regionally appropriate plant materials. In open
space and buffer yard areas, a naturalistic approach shall be utilized. Turf areas will
incorporate low water use, drought tolerant seed and sod varieties. Parking and
buildings will be buffered with vegetation.
Within the development, a combination of foundation plantings and canopied trees will
provide horticultural variety and visual interest within the parking areas and buildings.
The proposed street planting is intended to provide a natural progression between the
existing development to the north.
All building foundation plantings and public rights -of -way shall be planted, irrigated and
maintained by the developer.
All plant material shall meet specifications of the American Association of Nurserymen
(AAN) for number one grade. All trees shall be balled and burlapped or equivalent.
Tares shall not be planted closer than 4 feet to any gas or electric line and no closer
than 10 feet to any water or sewer line. Shrubs shall not be planted closer than 4 feet to
any water or sewer line. Tree planting shall be coordinatedwithPublic Service
Company. Locations of all utilities shall be verified in the field _prior to planting. A
horizontal distance of 40' between street trees and street lights shall be maintained. A
tree permit must be obtained from the city forester before trees are planted on city right-
of-way.
Landscaping shall be installed or secured with a letter of credit, escrow, or performance
bond for 125% of the value of the landscaping and installation prior to the issuance of a
certificate of occupancy. Developer shall ensure that the landscape plan is coordinated
with the plans done by other consultants so that the proposed grading, storm drainage,
or other construction does not conflict nor preclude installation and maintenance of
landscape elements on this plan.
All landscape areas within the site shall be irrigated with an automatic underground
irrigation system. An irrigation plan will be required prior to issuance of a building
permit. All turf areas to be irrigated with an automatic pop-up irrigation system. All
shrub beds and trees, including in native seed areas, are to be irrigated with an
automatic drip (trickle) irrigation system, or acceptable alternative. The irrigation system
is to be adjusted to meet the water requirements of the individual plant material.

United Way Housing Services Center PUD
Plannina Obiectives:
The proposed Housing Services Day Center PUD consists of approximately 62,226
square feet or 1.43 net acres within lots 2 & 3 of the Conifer Industrial Park. The site is
currently undeveloped vacant land, zoned I -Industrial in the City of Fort Collins,
Colorado. The site is bordered on the west with I -Industrial zoned vacant land. The
north boundary borders an I -Industrial zoned existing Fort Collins Foreign Car Service.
The east boundary borders Blue Spruce Drive with I -Industrial vacant and existing
factory uses across the street. The south boundary borders Conifer Street with vacant
CCN-Community Commercial North College zoning across the street.
The proposed development shall have two phases. Phase one will occur on Lot 3 as
well as the proposed driveway cut, parking, curb and gutter; drive, exterior storage and
trash enclosure located on Lot 2. The Housing Services Day Center (for United Way of
Larimer County) will occupy anew 10,OOO square foot, one story. building. The .
building's use will, be a day center with no overnight uses. Lot 3 will provide a building
coverage of 25.2% with a total open landscape area of 51.5%. This facility will employ
roughly 15 people.
Phase two will occur on Lot 2 with exclusion of any site work completed in phase one.
The pad site on Lot 2 will have a partial two story, 5,000 square foot building. The
proposed future building's use will be retail and/or commercial. This building will be any
permitted use in the l-Industrial zoning district and will be architecturally compatible with
similar materials and colors. Lot 2 will provide a building coverage of 11.2% with a total
of open landscape area of 49:5%. The employment opportunities for this building are
unknown at this time.
The developers of the Housing Services Day Center are committed to building a high -
quality project. A diversity of building elements, of exceptional design quality will be
compatible with the blend of existing North College commercial uses and set a high
standard for development in the recently designated urban renewal district.
All portions of the exterior walls of the first story of all buildings will be located within
150' of an access roadway in which emergency fire equipment can be maneuvered or
the buildings will be provided with an approved fire extinguishing system. Sidewalks
and ramps will conform to city standards.
Construction is scheduled to begin summer of 2007 and the completion date is
unknown because of the 2nd phase - lot 2.
