Yes, it is likely that westbound right-tum lane will be added to Harmony Road. If the Bayer Regional Shopping Center develops, Harmony could be converted to three lanes in each direction for a total of six lanes. There is a possibility that this could be done within the existing right-of-way by changing the striping and that physical widening of the roadway may not be necessary. 11. With development of shopping centers along Harmony Road, will Transfort re -introduce bus service? A. This is a good question that will be passed along to the Transportation Department. 12. What is your timeframe for development and construction? A. It will depend on our leasing activity. We estimate that construction could begin next Spring in 2007. 13. 1 am a bike rider. Please install bike lanes wherever you can for our safety. Traffic on Harmony Road is fast. A. The City will require bike lanes on Harmony Road. 14. Will construction shut down Snow Mesa Drive? We will need to get in and out of the park via Harmony Road. A. Construction of Snow Mesa Drive will be phased such that one lane will always be open through the construction zone for access to Harmony Road. 3 A. As a commercial developer in Fort Collins, I do not see that happening. While I cannot speak for ARC, my experience in real estate tells me that our project is not of such magnitude that it would put pressure on the park to convert to non-residential land uses. 2. What is the Mobile Home Park zoned? A. Response from City: It is zoned L-M-N, Low Density Mixed -Use Neighborhood. This zoning allows for most residential uses and a limited amount of neighborhood -serving commercial uses. 3. Zoning can be changed. If this park shuts down, we are practically homeless. Some of the older units probably would not survive a move to a different park. 4. Even if the park remains residential, the value of the park will probably increase and then so will the taxes. Any increase in taxes will be passed along to us. Many of us are on fixed income. Some of us are on disability. We cannot afford any increase in our housing costs. 5. Look what happened to Pioneer Mobile Home Park. We don't want that to happen here. Some of us can't afford to move. 6. Based on economics, this project will impact the mobile home park. 7. Will additional traffic be coming through the park? I'm concerned about crime and vandalism. A. We are prepared to erect a sign that says that the park is private property for residents only. It should be evident that there are no businesses north of the park entrance. 8. Security is a very important issue for park residents. A. Our project will include security lighting in the parking lot and on the individual buildings. We are interested in security as well. We are prepared to construct a fence and plant landscaping along the property line to buffer the mobile home park from the commercial development. 9. What about the prairie dogs? A. We will abide by the City's policies. The plan is that the prairie dogs will be humanely eradicated. 10. Will Harmony Road be widened? NEIGHBORHOOD MEETING MINUTES PROJECT: Pads at Snow Mesa DATE: July 26, 2006 APPLICANT: Mr. Gino Campana — Bellisimo, Inc. CONSULTANT: Mr. Jeff Hosea, Land Images, Inc. CITY PLANNER: Ted Shepard The meeting began with a description of the proposed project. As proposed, the project consists of developing the two parcels on either side of Snow Mesa Drive, north of Harmony Road and south of the ARC Harmony Mobile Home Park. As proposed, there would be a mix of non-residential uses including offices, banks, retail stores and standard restaurants. Combined, these two parcels contain about eight acres. On the west side of Snow Mesa, there would be four buildings on 4.5 acres. On the east side of Snow Mesa, there would be three buildings on 3.5 acres. These buildings would be oriented towards Harmony Road behind the 80-foot wide buffer. Between the buildings and the Harmony Mobile Home Park, there would be parking. A direct private drive would connect to both Harmony School Shops to the west and the Bayer Property ("The Summit") to the east. Both Harmony School Shops and The Summit are planned future retail shopping centers. Unless otherwise noted, all responses are from the applicant and consultant. QUESTIONS, CONCERNS, COMMENTS 1. We are residents of the ARC Harmony Mobile Home Community. We are concerned about the impact of this project on the future of our community. The development of the ground in front of our community could put economic pressure on ARC to sell the park and convert the ground to retail development.
