at the time of final compliance. He recommended that the lighting be reduced,
especially on the south side of the building. It was noted that most of the lighting
would be turned off when the business wasn't open, and that the business would
not operate 24-hours a day. Ted suggested that the lighting plan provide notes
regarding which lights would be on for security purposes, and which lights would
be turned off during the night after business hours.
8. The applicant raised a question regarding the best method for securing the site
after hours. Ted suggested that the applicants check with the Fire Department to
see if they have any suggestions/needs regarding this.
9. Janet McTague suggested that the transformer be moved to a location that is
behind the walk. She noted that it is ok to exceed the 10' setback rule in this
case, as long as the transformer is placed 2' behind the walk.
10. Roger Buffington noted that any remaining issues he has can be accomplished at
the time of final compliance.
11. Deanne agreed to forward revised plan sets to Dana Leavitt (Landscape Plan)
and to Randy Maizland (Engineering) prior to the Hearing. Ted will receive
copies of these items as well.
Note: The Public Hearing has been scheduled for Thursday, February 8,
2007, at 5:00 PM.
The following are meeting notes from a meeting between Dana Leavitt, Environmental
Planner, and Deanne Frederickson regarding the Landscape Plan:
1. Dana agreed to forward Doug Moore's comments that were drafted previously for
the project. He requested a formal response to Doug's comments specifically to
demonstrate compliance with LUC 3.4.1 (i) and (1).
2. Revise landscape plan to include larger shrubs along the river corridor buffer: a
canopy with under story should be incorporated to provide for adequate
screening and vegetative cover for habitat.
3. Show the tree drip -line as the 'Limits of Construction" to make sure existing
vegetation is not disturbed during construction.
4. Include the tree protection standards on the landscape plan as provided in LUC
3.2.1.
5. Remove the curb and grade the open space access connection at the south side
of the paved area to allow for appropriate use of the access easement.
6. Deanne agreed to forward a written narrative and a corrected landscape plan to
Dana prior to the Public Hearing.

A routine staff review meeting was held on January 24, 2007, to discuss the progress of
the Agnew Car Wash application. The Preliminary Development Plan is substantially
complete and ready for scheduling of a public administrative hearing. Staff comments
were forwarded to the applicants along with redline drawings from the Engineering
Department (Randy Maizland). The following items were discussed:
1. The applicant will need to submit a formal variance request for a reduced setback
between the parking lot and the R.O.W. The variance request will be approved
due to the relationship of the cul-de-sac and the access drive, and limitations of
through traffic at this location. Deanne agreed to draft this request and forward it
to Randy Maizland prior to the public hearing.
2. Randy noted a need for a pedestrian connection between the existing side walk
and the cul-de-sac to provide for continuous connection for pedestrians and
bicycles.
3. Because there is not a curb around the cul-de-sac, make sure there is a drainage
Swale incorporated into the parkway between the edge of pavement and the
detached sidewalk. Also, make sure the sidewalk is 6" higher than the edge of
pavement so that a curb may be placed sometime in the future.
4. The street cut in the frontage road should occur east of the entry drive.
5. The drainage plan shows a "plug" in the existing pipe on the west side of the cul-
de-sac. There was a question regarding where the drainage goes if this is
plugged. It was suggested that a revised drainage plan addresses this issue.
6. Dan Leavitt had a number of questions regarding the history of the project. He is
new to the project at the time of this meeting. Deanne agreed to hold a separate
meeting with him to discuss the landscape plan and protection of the river
corridor, setbacks, and enhancements that are proposed. (Meeting notes from
this subsequent meeting are provided at the end of this report.)
