The name of the project is Mulberry Crossing Car Wash. Previous applications
referred this project as "Tunnel Wash'; "Mulberry Lemay Express Wash project" and
"Full Service Car Wash project."
vii. A narrative description of how conflicts between land uses are being avoided
or mitigated.
A 50' buffer/setback from the development edge to the edge of the riparian habitat
along the Cache la Poudre River is proposed. This setback will be seeded with a native
pasture/grassland seed mix and planted with native trees and shrubs. This buffer area
is approximately .54-acres in size. The proposed setback/buffer will help preserve and
improve wildlife habitat along the river. The proposed vegetation will also serve to
further screen the development site from the pedestrian trail that exists on the south
side of the river. Because of the existing extensive human use and development
surrounding the river corridor construction for the proposed facility will not
significantly impact any species currently using the area.

There will be a total of no more than 3 employees on site at any given time.
iv. Description of rationale behind the assumptions and choices made by the
applicant.
The car wash will be a self -automated professional car wash facility that will utilize the
latest technology in water reduction, recycling using environmentally friendly washing
products. This tunnel car wash will utilize a conveyor belt that will move occupied cars
through the interior wash cycles. This will include a dryer at the exit.
There will be a number of self -serve vacuum stations in the parking lot. A decorative
trellis structure is used to shield the cabling and hoses for the individual vacuums.
This facility is strategically placed at a roadway intersection that supports large traffic
volumes. It will conveniently serve the regional and local community in an area of
Fort Collins that has been and will continue to be a focal point for research and
technology as decisions are made regarding the re -development of the airport property.
Because the facility is situated at an important gateway corridor to Fort Collins,
careful consideration was made to make sure the building architecture and landscape
features presents a high quality appeal that coordinates with newer facilities in the
immediate area.

preservation and vegetation enhancements are introduced into a 50' buffer along the
river corridor to improve the current conditions there.
Written narrative addressing each issue raised at the neighborhood meeting, if
a meeting was held.

the project proposal and how it serves to meet the City of Fort Collins Structure Plan
Objectives:

Statement of appropriate City Plan Principles and Policies achieved by the
proposed overall Development Plan.
Compact Development Pattern: The project proposal is for a land parcel that
would be considered an "infill" lot. It was previously annexed and remained
undeveloped and largely un-maintained over the years. It is a car wash facility
that is strategically placed along the major travel corridors, so it will
conveniently serve the driving public.
• Interconnected System of Open Lands: The project will preserve, protect and
enhance a 50' buffer along the Poudre River Corridor.
• Multiple Means of Travel. A detached sidewalk will be constructed to continue
an existing walkway at the Mulberry-Lemay intersection along Mulberry to the
east property line of the project.
• Commercial Development Patterns: The project is located within a designated
Community Corridor District. It will conveniently provide an important service
to the driving public. Environmentally, car washes serve to reduce pollutants
and reduce water used as opposed to home car wash activities.
ii. Description of existing and proposed, open space, buffering, landscaping,
circulation, transition areas, wetlands and natural areas.
The existing condition of the site includes seeded upland pasture. There are a variety
of weedy species existing on the site. The development will improve the overall
appearance of the site, and will improve the environmental health of the riparian
areas associated with the river corridor.
The applicant intends to landscape the development site area using a combination of
drought tolerant and native tree and shrub species. Turf areas will be concentrated as
much as possible to maximize the "open -space" effect. A storm water quality pond will
be required on the south side of the property along Lemay Avenue.
There are no wetlands present on the site; jurisdictional wetlands exist along the river
corridor adjacent to the site.
