Bicycle Level of Service Analysis
The bicycle Level of Service Analysis is somewhat difficult to complete for this parcel, as bicycle traffic
is not allowed along this section of South College Avenue. Bike traffic will need to access the Human
Bean Coffee Shop via the Spring Creek Trail, or utilizing roadways to the east and south (Spring Park
Drive). Appendix E details the analysis. The trail provides excellent bike service, and local area roads
(Spring Park Drive, Remington, etc.) provide striped on -street bike lanes.
Transit Level of Service Anal
Current transit service is provided to the area in the daytime via Route 1 with bus stops in the immediate
vicinity in front of the proposed Human Bean development. The transit service is provided for 13 hours
per day with 20 minute headways. This is the best current transit service available in the City of Fort
Collins.
While the goal is to have at least 18 hours of service with 15 minute headways, the Human Bean
development cannot influence these decisions at this time.
6. CONCLUSIONS AND SUMMARY OF FINDINGS
' This study identified, documented and addressed the transportation impacts of the proposed Human Bean
development in central Fort Collins along South College Avenue. The following conclusions can be
drawn from the study:
' ■ The development is feasible from a traffic engineering standpoint. Following construction,
there will be a two-lane drive-thru coffee shop. Based on actual data, the development is
anticipated to generate approximately 500 trips per day, with up to 31 inbound trips in the am
' peak hour.
■ The access to the development will be via an existing single limited movement (right -in,
' right -out only) access onto South College.
• In the short term analysis year of 2011, the access will operate within acceptable Levels of
' Service. The analysis included full buildout and five years of regional growth that was
added to the existing background traffic. The need for auxiliary turn lanes (a right turn
deceleration lane along South College) was reviewed using both City (LCUASS) and CDOT
' (State Highway Access Code) standards. The peak hour inbound volume (31 vehicles) does
NOT meet warrants for a right turn deceleration lane.
' Pedestrian, bicycle, and transit Levels of Service analysis was completed for the
development. An enhanced sidewalk along the parcel frontage should be constructed to
complete the best possible connection to Spring Park Drive and the Spring Creek Trail.
' Other missing pedestrian links further to the south will be completed as those parcels
redevelop. Bicycles are not allowed along South College in this area, but are anticipated to
access the development via the Spring Creek Trail and the existing attached sidewalk over
' the bridge. Transit service is currently available directly in front of the development.

Operational Analysis
' A Level of Service (LOS) analysis was completed at the site access in both the am and pm peak hour to
determine the function of the access once the development is completely built out, and five years of
background traffic growth is added. A background analysis is not necessary, as there are no existing
' turning movements at the access. The worksheets for this analysis, including delays and capacities are
provided in Appendix D.
In the AM peak hour, in the year 2011, the exiting traffic from the access will function at a Level of
Service (LOS) C with an average delay of 17.3 seconds.
In the PM peak hour, in the year 2011, the exiting traffic from the access will function at a LOS B with
an average delay of 14.9 seconds.
Based upon the Latimer County Urban Area Street Standards (LCUASS), an acceptable level of service
for an unsignalized access along an arterial in a mixed use area is a LOS F (considered normal in an
urban environment), or a LOS E if in any other area. The function of the site access for the Human Bean
development at full buildout with an additional 5 years of background growth meets these criteria.
Geometry and Need for Auxiliary Turn Lanes
Auxiliary lanes (the warrant for a right turn deceleration lane) are determined via Figures 8-4 in the
LCUASS. For a 6-lane arterial with a posted speed of 40 mph, the 31 estimated inbound right turn
volume in the AM peak hour is below the turn lane warrant on the graph.
In addition, because this is a state highway, the CDOT State Highway Access Code also has criteria for
right turn deceleration lanes. For a classification of NRB, and a speed limit of 40 mph or less, the peak
hour volume warrant for a right turn deceleration lane is 50 vehicles. Right turn acceleration lanes are
not applicable for this classification.
Therefore, neither CDOT's nor the City's warrants are met for a right turn deceleration lane along South
College Avenue.
5. MULTI -MODAL LEVEL OF SERVICE ANALYSIS
Pedestrian Level of Service Anal
The study area for pedestrians is by definition destinations that are within 1320 ft of the proposed
development. This area is shown on the map in Appendix E. Potential destinations include area
condominiums, Spring Creek Trail and Park, and the Whole Foods Commercial Center to the south.
The pedestrian LOS worksheet is provided in Appendix E. The current sidewalk along the development
frontage is attached. The South College Avenue bridge over Spring Creek is an existing constraint, and
therefore the sidewalk is also attached along this section of roadway. Once pedestrians reach Spring Park
Drive, there is direct and continuous access to the trail system with landscaping and visual interest, and
local street sidewalks towards the east. The route to the south towards Whole Foods provides some
areas of detached walk (those parcels that have redeveloped), and some areas of attached walk or missing
links. These links will be completed as the area further redevelops. In the target year of the short term
analysis or 2015 (as used in the multi -modal LOS manual), the pedestrian level of service is anticipated
to be satisfied.

Development Trip Distribution and Assignment
The next step in the traffic analysis for this development is to distribute and assign the trips generated by
the development onto the street network. Because the access is a right -in, right -out only access,
regardless of where the trips are coming from or going to, all the inbound trips must come from the south,
and all the outbound trips must make a westbound right turn towards the north.
4. FUTURE TRAFFIC VOLUMES AND CAPACITY ANALYSIS

Based upon the Larimer County Urban Area Street Standards, the short-term horizon year will be in
2011. Due to the level of trip generation (about 500 per day), this TIS is an intermediate TIS, and no
long term horizon analysis is required.
This requires the background traffic (area traffic volumes) to be forecasted to the year 2011. To reflect
other growth in the area, the background existing traffic will be increased by 3% per year. Figure 4
shows the non -site, or background traffic at the site access for the short-term horizon year of 2011.
Total Traffic Projections
Using the background traffic volumes shown in Figure 4, and the site traffic volumes calculated in Table
2, the addition of the two will provide the total expected traffic volumes at the site access in 2011. The
total traffic volumes are shown in Figure 5.

3. PROPOSED DEVELOPMENT
Development Type. Size and Timetable
The Human Bean Coffee Shop is a commercial development that will provide two-lane drive-thru coffee
drink service (there will also be a walk-up window). The timetable identified by the developer is for
construction to begin as soon as possible with completion within a few months of approval. Per the
Latimer County Urban Area Street Standards, the short-range time horizon used in the analysis is 2011.
A site plan is shown in Appendix B.
Development Access
The access to the development will be as a limited movement right -in, right -out only access along South
College Avenue. The development does not have any other options for access.
Development Trip Generation
Drive Thru Coffee Shops are a relatively new phenomenon for which there is not an existing land use
code in the Institute of Transportation Engineers (ITE) Trip Generation Manual. However, a number of
these shops have been in operation for long enough that comparisons can be made to other existing,
similar facilities.
There is a Human Bean Coffee Shop along North College and one in Federal Heights that are similar in
size and proximity to arterials whose trip generation was counted and reviewed. The count information
was completed for between two and five months. In other locations across the country, the ITE North
Central Section and a group of drive thru shops in Oregon also have provided actual customer data.
This information is detailed in Appendix C, and an average that will be used for this study is summarized
' in the Table below. Although a large number of the anticipated trips are pass -by and/or anticipated to be
multi -modal due to the proximity of the Spring Creek Trail, in order to provide a conservative analysis,
no reduction was taken.

Because the existing access location is to a currently undeveloped parcel, there are no current turning
movements at the access, so no existing analysis is necessary.
Existing Pedestrian Facilities
There is an existing 5 foot attached
sidewalk along the property frontage
and adjacent to South College
Avenue. Immediately south of the
site, there is the bridge over Spring
Creek, and as typical for many
roadway structures, the sidewalk is
attached on the bridge. This walk
provides a connection to Spring Park
Drive, and the Spring Creek Trail
system. See Figure 3 at right.
Existing Bicycle Facilities
Bicycles are not allowed along this
section of College Avenue (see
bikeway map in Appendix E).
Bicyclists can access the
development via the Spring Creek
Trail or Spring Park Drive.
Existing Transit Facilities
Transfort, the City's transit service
provides service along College
Avenue in both the northbound and
southbound directions. The daytime
route is Route 1 with 20 minute
headways in each direction. The
closest bus stop is directly in front of
the development.

' The primary street in the vicinity of the proposed development is South College Avenue just west of the
development. This is the only street frontage for the parcel, and due to an existing raised center median
along College, the current right -in, right -out access to the parcel will not be altered.
' South College Avenue is a six lane roadway that runs north -south along the development frontage. It is
classified by the City of Fort Collins as a 6-lane major arterial with a current speed limit of 40 mph. It is
also a state highway, and CDOT's classification is as a NRB.
Existing Traffic Conditions
'
The review of existing conditions provides insight into
how the existing roadway is configured as well as
current vehicular volumes in the area. Peak hour
turning movement counts at the Stuart Street
intersection just to the north of the development access
were obtained from the city of Fort Collins. Those
counts can be used to identify the current vehicular
'
volumes at the Human Bean access location. Those
AM and PM peak hour volumes are shown in Figure 2
and raw traffic data is provided in Appendix B. (The
suthbound volumes are not necessary for analysis as
the access is a right -in, right -out only.)

In order to determine the function of the proposed
' access, a level of service analysis will be completed. The
analysis is based on procedures outlines in the Highway Figure 2 — Existing Peak Hour
Capacity Manual (HCM 2000) published by the Northbound Traffic Volumes
Transportation Research Board (TRB). This type of analysis Dam I nm VnIun TJ
' assigns a letter value based on average delay experienced by vehicles to indicate the level of service
(LOS) of the intersection. The letter values assigned range from A to F with A being the best. A
' summary and definition of each LOS letter designation is provided in Table I for both unsignalized and
signalized intersections.

1. INTRODUCTION
The document represents a transportation impact study for the Human Bean Drive Thru Coffee Shop to
be located along South College Avenue in Fort Collins. See Figure 1 — Vicinity Map.
Purpose and Process
' The purpose of this study is to address the existing and future capacity, geometric and control conditions
of the transportation system and then determine the impact (and mitigation measures if necessary) of the
traffic produced by the proposed development.
This was accomplished by first:
■ Completing a scoping conversation with the City
of Fort Collins Traffic Engineer (scoping sheet
included in Appendix A) and CDOT Access
Management Staff,
■ collecting and reviewing existing traffic data,
■ analyzing the performance of the existing
intersections,
■ projecting the existing volumes to the short term
horizon year of 2011, and
■ analyzing the performance of the street network
with future traffic volumes in place.
The second portion of the study included:
■ determining the volumes of traffic to be
generated by the development,
■ adding these volumes to the background traffic

identified above,

■ comparing the function of the background analysis with the background + site analysis, and
■ completing level of service evaluation of pedestrian, bicycle and transit modes.
The final step in the analysis is to identify impacts and specify required mitigation measures to
accommodate the transportation impacts due to the development.
2. EXISTING CONDITIONS
Location and Surrounding Area — Land Use
The location of the Human Bean Coffee Shop development is in central Fort Collins along South College
Avenue just north of Spring Creek. See Figure 1 — Vicinity Map. The existing land use is a vacant
parking lot.
The area is relatively flat (from a transportation perspective) and neighboring land uses are typical of a
commercial corridor. Neighboring properties include office buildings, and small businesses.
