C. The Repeat Boutique Project Development Plan complies with all applicable
General Development Standards contained in Article 3 of the Land Use Code.
DECISION
The Repeat Boutique Project Development Plan, #13-07 is hereby approved by the
Hearing Officer.

Like many buildings in this area, it was originally occupied as a residence but has
since been converted to other uses. The house was built in 1925 and functioned
as a single family house until sometime in the 1980's when it was illegally
converted in to a boarding house. In 1991, the owner brought the property into
compliance with standards and it became a legal boarding house. In May of
2006, this property went through a Minor Amendment process to change the use
to a salon/day spa.
Since the project is subject to a Type I review and there was no known
controversy surrounding the change in use, a neighborhood meeting was not
required or held.
2. Compliance with Article 4 and the CC — Commercial Zoning District
Standards:
The Project Development Plan complies with all applicable requirements of
Article 4 and the CC zone district. The Staff Report summarizes the PDP's
compliance with these standards and no specific evidence was presented to
contradict or otherwise refute the compliance with Article 4 or the CC District
Standards. In particular, the proposed retail and office uses are permitted within
the CC zone district subject to an administrative review. The proposed building
and site meet the applicable district -wide design standards.
2. Compliance with Article 3 of the Land Use Code — General Development
Standards
The Project Development Plan also complies with other applicable requirements
of Article 3 and no evidence was presented to contradict the statements and
conclusion of the staff report concerning compliance or to other refute the
compliance with Article 3.
SUMMARY OF CONCLUSIONS
A. The Repeat Boutique Project Development Plan is subject to administrative
review and the requirements of the Land Use Code (LUC).
B. The Repeat Boutique Project Development Plan complies with all applicable
district standards of Section 4.18 of the Land Use Code, (CC) Community
Commercial zone district.

PUBLIC HEARING
The Hearing Officer, presiding pursuant to the Fort Collins Land Use Code, opened the
hearing at approximately 4:00 p.m. on June 26, 2007 in Conference Room A, 281 N.
College Avenue, Fort Collins, Colorado.
HEARING TESTIMONY, WRITTEN COMMENTS AND OTHER EVIDENCE:
The Hearing Officer accepted during the hearing the following evidence: (1) Planning
Department Staff Report; (2) application, plans, maps and other supporting documents
submitted by the applicant and the applicant's representatives to the City of Fort Collins;
and (3) a tape recording of the public hearing. The LUC, the City's Comprehensive
Plan (City Plan), and the formally promulgated policies of the City are all considered
part of the evidence considered by the Hearing Officer.

Exterior building changes will be limited to replacement of the garage door with a wall
and adding residential -style exterior lighting.
The site is located at the southeast corner of Lake Street and College Avenue.
