If pursued, there are numerous grants and various forms of financial assistance available to help you with maintenance and historically consistent upgrades to the building. 2. Eric Bracke has agreed to providing a handicap accessible parking space adjacent to the property on Lake St. Written consent is attatched 2. Regarding your request for the parking stalls to be changed to 2-hour parking spaces, it is unlikely that we would do that at this time, but you may bring this up with Eric also. The Parking Services department enforces the parking limits in the downtown only. If the parking here was changed to 2-hour, there would be no way to enforce it. The minimum required bike parking is 5 % of the number of parking spaces provided, but given the proximity to CSU campus and bike lanes and trails, we encourage you to offer more, especially if you are not proposing any off-street parking. The design of this site must conform to the drainage basin design of the Spring Creek Drainage Master Drainage Plan as well the City's Design Criteria and Construction standards. 2 The city wide development fee is $3,070 00/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. This fee is to be paid at the time the building permit is issued. 3. If there is an increase in imperviousness greater than 1000 square feet, a drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 350 and 1000 square feet of new imperviousness, but no drainage study is required. There are no requirements for less than 350 square feet. 4. Onsite detention is required with a 2-year historic release rate for water quantity. Extended detention is required for water quality treatment only if there is an increase in imperviousness greater than 1000 square feet. Between 350 and 1000 square feet of new imperviousness, a site grading plan is all that is required. 5. There is a storm sewer in Lake St. that could be used for a deeper outfall than the curb and gutter. This would also reduce the land area needed for detention. Utility plans, a development agreement (DA) a development construction permit (DCP) will need to be prepared for this project. 6 Any public improvements must be made according to Larimer County Urban Area Street Standards. 7 The Lake sidewalk was recently improved and does not need additional improvements. With a change of use and Type I review, the sidewalk on College would typically need to be brought up to current standards. which in this case would be a 7-foot wide detached sidewalk with a 10-foot parkway, like we told you in Conceptual Review. Since the meeting however, we reconsidered requiring that improvement. The property to the south is going through the minor amendment process (a change of use from a use by right to another use by right). Anne told you on the phone that the project to the south would also be detaching the sidewalk but since it is a minor amendment and not a Type I review, the detached sidewalk is not required, just as the detached sidewalk on College was not required for your property during the minor amendment in 2006. So, since the sidewalk to the south will remain attached, you can opt to keep your sidewalk attached too. It must be widened to a minimum of 9 feet, which will require adding about 5 feet more width to the existing sidewalk. A licensed engineer will not be required to design this work. First floor of entire building must be accessible with a 150-foot hose from the curbline of Lake. If this is not possible, the building will be considered out of fire access and must be sprinklered. On the Lake Street entrance the doo- 30' from the street. On the College Ave. street side the entrance is 59 from the street. And on the alley entrances the doors are 49' from the alley 2. Addressing must be visible from the street on which the units front (College). Numerals must be at least 6 inches high and a color which contrasts with the background to which they are affixed. 3. Access to a fire hydrant within 400 feet and capable of providing 1000gpm at 20psi residual is required. There is a fire hydrant across Conege Ave. on the West side of the street approx 80 feet away from the front entrance to 1502 S. College. Per your question about whether the City might install a handicap accessible parking spot on Lake Street, Eric Bracke, the City's Traffic Engineer, might entertain such a request, especially if there are not other available handicap accessible parking spaces available in the area. If he approves of the idea, we will need something in writing for the project file and you will need to annotate the site/landscape plan to indicate that this will be provided by the City and that it will 10 • 3.2.1. He told me that a couple of years ago, two diseased Elms were removed. One new tree, a Burr Oak was planted to replace the removed tree but there was no more room along Lake for an additional tree. Another tree was planted on College Avenue during a previous project. At that time, Tim chose not to add a tree on College closer to Lake Street because of sight distance concerns. He agrees that that stretch of your property really needs a tree and he would be happy to come out for a site visit to discuss ways to make that happen., like setting the tree further back towards the building. Let me know if you have questions about the chart. 7. You will need to submit a combined site and landscape plan with lighting cutsheets on it and a utility plan set with existing grading and details for public improvements like the sidewalk. You can get more information about these fees at http:lffcgov.com/engineering/dev- review.php 3. A Transportation Impact Study may need to be submitted for this project. The applicant will need to contact Eric Bracke at (970) 224-6062 for either a waiver or a scoping meeting. Applicant should also contact Transportation Planning (see below) for information on what non -vehicular modes of transportation should be included in the TIS. Dedication of right-of-way along College Avenue will need to be made. The total amount needed for College Avenue is 70.5 feet from the center line of College. A 15- foot utility easement will also need to be dedicated on College behind the right-of-way. The right-of-way along Lake is sufficient, though a 9-foot utility easement will need to be dedicated behind the right-of-way. Since there is an existing garage structure on the alley, a utility easement won't be required along the alley. Keep in mind that you must keep all structures including foundations out of the utility easement. These dedications can be made on a plat or by separate document, depending on what is less expensive for you. -. -e will be no addition to the original footprint of the structure 3 ITEM: 1502 S. College. conversion from boarding house (use by right) to retail and offices MEETING DATE: March 19, 2007 APPLICANT: Laura Green, Owner, Repeat Boutique LAND USE DATA: Request to change the use of existing building at the southeast corner of Lake and College from boarding house (use by right) to retail and offices. The property is within the City of Fort Collins and is currently zoned CC —Community Commercial District. The proposed uses are permitted, subject to Administrative (Type 1) review. The current use (boarding house) is an old use by right. Since the new use is not a use that would have been allowed under the previous code (pre-1997), it will need to go through the development review process, which means the property must be brought into compliance with current standards contained in the Land Use Code. 2. The parking lot must meet the standards found in Section 3.2.2 (K). Maximum allowed parking for retail is 4 spaces per 1000sf of retail space. Maximum parking for office space is more complicated: 311000 sq. ft. or .75/employee on the largest shift or 4.5/1000 sq. ft. if all additional parking spaces gained by the increased ratio (over 3/1000 sq. ft.) are contained within a parking garage/structure. Parking stalls must meet the dimensional and landscaping requirements listed below. 3. A trash enclosure with room for trash and recycling facilities needs to be provided on site and enclosed with materials similar to the building. See the standard listed below. 4 The signage for the building will be reviewed later in the process, after your administrative hearing, concurrently with building permit review.
