[6/27/07] PFA's main concern along the foothills is that an adequate water supply can be
provided. Water pressure historically is very low in this area; many commercial buildings
require fire pumps to be able to meet minimum water -flow needs for automatic fire -sprinkler
systems, because hydraulic calculations show the unassisted pressure and flow do not meet
minimum requirements. The minimum flow and spacing requirements for fire hydrants for
commercial buildings is 1,500 gpm at 20 psi residual pressure; no building shall be farther
than 300 feet to a fire hydrant, with hydrants located on 600-foot center.

Larimer County Planning Department Issue Contact: Dan Kunis
[6/20/07] It is Larimer County Engineering's expectation that as part of the annexation, the
entire right of way of Larimer County roads adjacent to the property will also be annexed. If
the annexation is approved and the project moves forward, Larimer County Engineering
would recommend that a traffic impact study and drainage report be required. County
Engineering would appreciate the opportunity to review these reports as to the impacts the
development will have on the transportation and drainage facilities in the unincorporated
portions of the County. County Engineering requests that any County transportation or
drainage facilities that are not adequate to handle the additional development be made
adequate.

[7/6/07] City staff is currently working on a proposed Intergovernmental Agreement (IGA)
between the City and CSU that addresses various issues reviewed at the monthly City-CSU
coordination meetings. The IGA will need to be finalized before the Initiating Resolution is
reviewed by Council on August 21. The City Manager's Office will contact CSU
Administration within the next two weeks to discuss the IGA further. In addition, changes
will be requested of the Petition for Annexation in order to provide consistency with the
proposed IGA.

proposing an expansion to its Growth Management Area to include the entire Foothills
