[7/2/07] If the acccessory building does NOT contain a dwelling unit, water and sewer may
be extended for the primary dwelling, and no fees are due. If, however, this habitable space
will ever become a dwelling unit (with kitchen facilities), separate water and sewer services
connecting to the City mains will be required.
