Shields Mixed -Use Project Development Project —Type 1 (#28-07) PUBLIC HEARING DATE: November 1, 2007 4. CONNECTIVITY: The Casa Grande community is opposed to connectivity in any form between our property and the proposed Shields Street development. The concept of connectivity was put forth in a courtesy informational session conducted by the developers at Casa Grande in April 2007. It was literally shouted down by those present. We later conducted more formal discussions on the concept of connectivity with our residents and found minimal support for anything that would make it easier for people to move back and forth between the properties. The concept was further discussed at the neighborhood meeting. The assumption from that discussion was that there would be no vehicular connectivity between the properties, but the question was raised about pedestrian connectivity. There appears to be little practical need for connectivity in this situation. Even if there is some activity on the Shields Street property of interest to our residents, most are in their late 70s, 80s (and a couple or three 90s), they are going to drive over. From the other direction, connectivity seems to serve no practical purpose. It will not reduce the distance or time for kids walking to school, or make it safer. It would make it easier for residents of the proposed project to come over and take advantage of the park -like setting of our community, but, frankly, we don't want that. We are not a public park, we spend a lot of time and money to keep the place looking nice and just don't see any need to do something that could bring more people and more dogs onto our private property and increase our maintenance costs and liability concerns. Shields Mixed -Use Project Development Project —Type 1 (#28-07) PUBLIC HEARING DATE: November 1, 2007 HEARING OFFICER: The Casa Grande Condominium Association submits these comments regarding the above captioned development project: The Casa Grande Condominium community consists of 16 residential buildings containing 66 living units and a clubhouse located in the 3400 and 3500 blocks of Laredo Lane, the 3300 block of Hickok Drive and the 3400 block of Seneca Street. We are a "55 or older" community with a current population of 85. Our property abuts the west property line of the proposed development project. The units in 3400 and 3412 Laredo Lane are the closest to the proposed development project, with distances from the resident's front porches to the property line ranging from 20 feet to about 150 feet. Our concerns are: 1. DEFINITION OF MEDIUM DENSITY MIXED USE NEIGHBORHOOD: Does the proposed project exceed the density levels of an MMN property? We were given the minimum density levels at the neighborhood meeting in August, but never got a maximum density number (if there is one). It seems like an awful lot of people to stuff onto 3 acres of land, not all of which will be residential. 2. TRAFFIC FLOW AND CONGESTION: We are concerned about negative traffic impacts that may develop in the surrounding neighborhoods. Depending on where the driveway cut is placed on Shields, it will be either impossible to turn left from the property onto Shields (due to the median), or extremely difficult to do so (because of southbound traffic flow on Shields). The same holds true of a left turn attempt from eastbound Richmond to northbound Shields. Most of us who live in this neighborhood know from experience, if we visit the Grease Monkey, Urgent Care, or the Conoco Gas Station, we just don't even consider trying to turn north onto Shields to go back home, We go through the neighborhood streets (Richmond, Patterson, Seneca, Hickok and Laredo). Now multiply this by the additional number of cars (10? 20? who knows?) coming out of the property, some wanting to go north. Once they will sit at the Richmond and Shields intersection for awhile, they will figure out the way to get to work or school more quickly is through our neighborhood streets. While the developers have assured us their traffic engineer has studied this issue and had decided it will work, we would urge the city's Traffic Engineering Department to closely examine this issue, especially at peak traffic periods. 3. STORM WATER DRAINAGE: Fifteen years ago we had to do battle with the Kingston Woods project to our south. Their idea of handling the overflow from their retention pond was to dump it onto our service road. With the city's help, we got that turned around. The point is, we are sensitive to this matter, and we would like assurances that storm water drainage from 3425 South Shields is not going to come back onto the Casa Grande property.
