3. My notes from the meeting with the City Forester and representatives from P.R.P.A.
indicate that the Ornamentals within the P.R. P.A. easement would be limited to
Cockspur Hawthorne or Coralburst Crabapple. The plans now indicate Tatarian Maple,
Autumn Blaze Pear and Indian Summer Crabapple. Be sure to verify with Tim
Buchanan, City Forester, that these trees will not exceed a height to interfere with the
overhead power line.
4. For the benefit of the P.R.P.A., please add the following note to the Landscape Plan:
"Vegetation within the 60 foot wide P.R.P.A. easement shall be limited to
Omamental Trees only. Further, no species that exceeds a height of greater
than 15 feet at maturity will be allowed within the P.R.P.A. easement. And,
no shrubs shall be planted within a 25 foot wide radius of the electrical power
line support structure.
"Shade trees that are planted outside the P.R.P.A. easement shall be setback
from the easement a sufficient distance as to clear the low point of the power
line in the event that the tree should topple over in the direction of the power
line at the time of the tree's maturity.
5. For the benefit of the City Forester, please add the following notes to the Landscape
Plan:
• The soil in all landscape areas, including parkways and medians, shall be thoroughly
loosened to a depth of not less than eight (8) inches and soil amendment shall be
thoroughly incorporated into the soil of all landscape areas to a depth of at least six
(6) inches by tilling, disking or other suitable method, at a rate of at least three (3)
cubic yards of soil amendment per one thousand (1,000) square feet of landscape
area.
• A permit must be obtained from the City forester before any trees or shrubs as noted
on this plan are planted, pruned or removed on the public right-of-way. This includes
zones between the sidewalk and curb, medians and other city property. This permit
shall approve the location and species to be planted. Failure to obtain this permit
may result in replacing or relocating trees and a hold on certificate of occupancy.
• The developer shall contact the City Forester to inspect all street tree plantings at the
completion of each phase of the development. All trees need to have been installed
as shown on the landscape plan. Approval of street tree planting is required before
final approval of each phase. Failure to obtain approval by the City Forester for
street trees in a phase shall result in a hold on certificate of occupancy for future
phases of the development.

floodplain. Please revise the plat to state that the entire site is in the Poudre River 500-year
floodplain.
4. The drainage and grading plans show a 100-year floodplain line. There has been a LOMR
for the Oxbow Levee project that has removed this site from the 100=year floodplain. Please
revise the plans and include a note that the entire property is in the Poudre River 500-year
floodplain.

[3/19/08] How was the sizing of the storm sewers achieved? There is no sub -basin or flow
information documenting pipe size. Storm Line A needs to be at least 15-inches, which is
the City's minimum. Please also label RCP as Class III.
Number: 59 Created: 3/21 /2008
[3/21/08] Please document how both stormline connections onto existing pipes are being
proposed with a detail or by notes.

[3/18M] A portion of the private sewer service that is shallow shows concrete encasement

[12/18/07] I'm fine with the applicant's response, though I believe some sort of
acknowledgement from PRPA should be received prior to hearing that they don't object to
the project going to hearing (or have no comment/concerns with the propsal.) .
[11/6/07] It appears that the Platte River Power Authority would need to be a signatory to
the plat as well as construction drawings, having an exclusive easement and facilities within
the property boundary.
Number: 51 Created: 3/18/2008
[3/18/08] Shouldn't the "future sidewalk" specified to head from the parking lot to the
western boundary of the property be in an access easement on the plat to ensure the legal
right for -the property to the west to tie into this sidewalk system?

[3/18/08] Technical services has the following comments:
1. Boundary closes.
2. The section corner and quarter corner are not as described, both = PLS 17497
monuments.
Topic: Site Plan
Number: 50 Created: 3/18/2008
[3/18/08] The site plan calls out a 5 foot utility easement along Buckingham Street when 9
feet is required (and is reflected as 9 feet on the plat).

Topic: Erosion/Sediiment Control
Number: 58 Created: 3/21 /2008
[3/21/08] Please submit an erosion control plan with the next submittal. One was not
submitted for the site.
Topic: Floodplain
Number: 52 Created: 3/19/2008
[3/19/08] 1. The entire site is in the Poudre River 500-year floodplain. No critical facilities,
including daycare, are allowed in the Poudre River 500-year floodplain. Please include a
note about the critical facilities prohibition on the site plan, grading/drainage plan, and in the
text of the drainage report.
2. The floodplain map in the drainage report is not correct. There has been a LOMR for the
Oxbow Levee project that has removed this site from the 100-year floodplain. Please include
a copy of the LOMR map, showing the site location.
3. The Plat includes a note that a portion of the site is in the 100-year floodplain. There has
been a LOMR for the Oxbow Levee project that has removed this site from the 100-year

Topic: Construction Plans
Number: 22 Created: 11 /6/2007
[3/18/08] Please also add preliminary design information for the realigned Lemay (done with
the Lincoln Park project) as referenced on the construction plans.
[12/18/07] Carried over for reference.
[11/6/07] Please add the preliminary design information for Lemay and Buckingham done
with the Lincoln Park project onto the construction plan set (as was done on the site plan).
This information isn't as necessary on the site plan, but should be shown on the construction
plan set as a reference. This information should be complete with stationing, tangent and
curve data.
Number: 27 Created: 11 /6/2007
[3/18/08] A copy of the variance request was received and has been approved.
[12/18/07] The cross slopes appear fine in the revised drawing. Please note that I did not
come across a variance request letter for the .4% grade specified in the response letter,
though I don't see this being required' prior to hearing.
[11/6/07] The cross sections for Lemay show instances where the additional pavement
widening is at less of a cross slope than the existing portion which is of concern and does
not meet standards.
Number: 60 Created: 3/19/2008
[3/19/08] Can more detail on the grading be provided pertaining to the Buckingham
sidewalk? I'm recalling that the sidewalk is intended to be raised slightly to provide some
flexibility for not.having the road designed at this time.
Number: 61 Created: 3/21/2008
[3/19/08] Please label on the plan sheets that the driveway out to Buckingham Street is to
be in concrete to the property line.

[3/18/08] The applicant's response indicated that PRPA does not need to sign the plat or
construction drawings. Please keep in mind that the attorney for the Church that is required
to sign the attorney certification for the plat, may feel that PRPA would need to sign off on
the plat as an owner of an easement within the plat boundaries in accordance with attorney
certification requirements specified in the Land Use Code.
