Are there any reimbursements associated with any of the improved streets in the surrounding area? Any foreseen in the near future? 9. Will we be permitted two access points onto Buckingham as shown? 10. Buckingham has a current flow line of 31 feet. What would the future cross- section of Buckingham likely be? If larger, would we just be constructing our half or the entire section? Is there an opportunity for reimbursements? 11. Will we be able to park on Buckingham? Sanitary Sewer 1. Where is the nearest line that would have capacity to handle the proposed improvements? What size is it? 2. Are there any reimbursements associated with this or these lines? Water 1. Where is the nearest line that would have capacity to handle the proposed improvements? What size is it? Pressure for fire? 2. Are there any reimbursements associated with this or these lines? Storm Drainaee 1. We are aware of the high groundwater, undersized lines, flooding etc. that is associated with this area of the City. It appears that water currently ponds into the South East portion of our site then discharges into a swale on the Eastern side that flows South and goes offsite. Will we be detaining on -site and releasing at historic rates into this swale? If not? 2. Will there be any off -site drainage improvements required with the proposed improvements? 3. Are there any reimbursements associated with any currently constructed drainage improvements? Any foreseen in the near future? Electric 1. Who is the provider? 2. Where is the nearest line that would have capacity to handle the proposed improvements? 3. Are there any reimbursements associated with this or these lines? Gas 1. Is Xcel the service provider? Red Flags? ., October 4, 2004 Mountain View Community Church Conceptual Review The City of Fort Collins RE: New Church at the SW corner of Buckingham and Lemay This Concept Plan Submittal is for a new Church Building and associated improvements at the South West comer of Buckingham Street and North Lemay Avenue. Currently the Church would plan to ultimately construct a 550 to 600 Seat Sanctuary, associated classrooms and other necessary indoor and outdoor church facilities. The Church structure will be approximately 15,000 to 25,000 sq. feet with a potential future building up to 10,000 sq. feet. SPECIFIC QUESTIONS: Planning and Zoning 1. Places of Worship are permitted under Industrial Zoning. We would assume that this would follow under the Admin. Review, Type 1 Zoning. Could we have a simple explanation of this process and the estimated timeframes? Would this require Planning Commission and City Council Approval? 2. Would we be able to process the PDP and the FDP concurrently? 3. When will character elevations be required? At PDP or FDP? 4. Will we be permitted signage at the North East and South East corners of our property? 5. Since we are in Industrial Zoning will we be following the architectural requirements Industrial Zoning or what other(s)? Engineering — Transportation Services 1. Has a future alignment for North Lemay selected? Current thinking? 2. Will there be a "T" or a cul-de-sac constructed on the East side of our property? 3. Since we do not own the tract adjacent to Lemay (P.R.P.A. does), and generate minimal traffic during peak hours.....Will we be forced to construct or pay our share of the new North Lemay improvements? If we need to construct improvements to Lemay, will we be doing the full section or just our local portion? 4. How does staff feel about the access point on our Eastern boundary? Could this be a 3/< movement or at least a right -in and out? 5. We believe that there is a requirement to have pedestrian connection to a currently improved arterial ..... Is that true and where would our nearest pedestrian connection to the nearest arterial be? Lincoln? 6. Will we be preparing a traffic memorandum or a full TIS?
