RE: Mountain View Community Church
Mr. Virata,
This letter is in regards to the Mountain View Community Church project located at
the southwest corner of Buckingham Street and Ninth Street. The project includes
the construction of a new Church facility as well as improvements to Buckingham
and Ninth Streets and is currently in the PDP process. At this time a variance is
requested in regards to the Ninth Street widening being proposed in order to
accommodate left turn lanes at the intersection with Buckingham Street. More
specifically, the variance requests to modify the minimum slope of the curb and
gutter that is being placed along the west side of Ninth Street.
Chapter 7 of the Larimer County Urban Area Street Standards (LCUASS) addresses
the Street Design and Technical Criteria for public roadways. The minimum curb
and gutter flowline slope for all streets are listed in Table 7-3 and the minimum and
maximum cross slopes are discussed in section 7.4.2. Per the Standards, the
minimum flowline slope is 0.50% and the minimum and maximum cross slopes for a
reconstruction or overlay are 1.5% and 4.0% respectively.
The west side of existing Ninth Street is proposed to be widened to accommodate
left turn lanes at the Buckingham Street intersection. The widening impacts the
existing drainage Swale on the west side of existing Ninth Street. A portion of the
swale is being replaced with storm sewer; therefore, a portion of the Ninth Street
drainage area can no longer reach the drainage swale. Curb and gutter and an inlet
are being provided to alleviate this issue; however, the existing longitudinal slope of
Ninth Street is less than the minimum standard of 0.50%. Placing curb and gutter
along Ninth Street at the minimum 0.50% slope causes portions of Ninth street to
have a cross slope of less than 1.5% or greater than 4.0% in areas.
The development team for the project is proposing that the curb and gutter that is
being proposed be placed at a slope of 0.40%. By placing the curb and gutter at a
minimum flowline slope of 0.40% the minimum and maximum cross slopes will be
within requirements and positive drainage will be achieved while minimizing impacts
