[6/24/08] There is no discussion in the drainage report whether or not the proposed design is
adequate in regard to the 100-year flows in the alley and along Olive Street. Only cross -
sections with their proposed water surface elevations were included in the drainage report.
The text in the Drainage Report needs to discuss this issue. The flows are very close to
entering the underground parking garage in the 100-year storm as well as overtopping the
stair landing and inundating the stair case along Olive Street. The text in the report needs to
evaluate the proposed conditions and make a conclusion whether or not the design is
providing a safe situation from flood waters.
[2/29/08] Once the water surface elevation in the alley is determined due to the flows
running down Olive Street, a discussion needs to take place to determine if the freeboard is
adequate. In our criteria manual for conveyance elements, there needs to be a foot of.
freeboard to any opening into a building or the conveyance element needs to handle 1.33
times the flow and not enter any opening into the building. With grades as proposed, the foot
of free -board could not be met unless a floodgate was installed at the underground parking
entrance. Cortina is an example of a project that installed a floodgate. An analysis of the
flows in Olive Street with the additional 33% may prove to not enter the underground
parking entrance, although a 1-foot tall floodgate would still be recommended.

[6/24/08] The stairwell leading to the parking garage off the alley should incorporate a wall
to provide separation and protection for vehicles/bikes/pedestrians traversing the alley. The
wall should be located outside of public right-of-way.

[6/24/08] The response letter indicated legal descriptions and exhibits have been added. I
will need to follow-up with Ted, but they didn't appear with my submittal.
[2/26/08] The revised design was viewed as being acceptable for City Transportation Staff to
grant an encroachment permit. A legal description and exhibit should be prepared for the
encroachments on Olive as well as Matthews. A draft of the, encroachment permit will then
be prepared.
[11/16/07] There's been some general discussion and concern regarding the use of the public
space (right-of-way) for aspects the building. Fundamentally, the steps and railings along
Matthews along with the planter and low seat wall along Olive are all obstructions of the
right-of-way that would need to be approved via an encroachment permit. We're potentially
open to the encroachment shown on the Matthews Street side, however we're concerned over
the extent of the encroachment onto the public space on the Olive Street side. We're not
inclined to introduce a meander in the sidewalk system along Olive Street and would rather
just see the sidewalk maintain the consistent 10 foot separation from the curb and gutter.
Why is the public space being encroached into? Interestingly, we note page 7 of the traffic
impact study which shows perhaps an earlier iteration of the project and has the sidewalk
along Olive Street maintain a consistent separation from the street. We would prefer this
design over the present iteration and don't see a compelling reason to support the present
design.

[6/24/08] The response letter indicates that the doors are not within right-of-way, though
sheet H1 seems to show the doors in right-of-way. Please add after the label "proposed trash
enclosure", "enclosure doors located outside of right-of-way".
[2/26/08] Are the trash enclosure doors located within the right-of-way? If so, why can't
these be outside of the right-of-way?
[11/21/07] The proposed trash enclosure off of the alley cannot have doors which swing out
into the alley right-of-way. Either sliding doors or further insetting the trash enclosure would
need to be accomplished.

[6/3/08] The tentative location for the electric transformer shown at the S.E. comer of the
site may or may not work. With the electric loads of the building, plus the load of the now
planned fire sprinkler pump, a larger transformer MAY be needed than the proposed site can
accommodate.

Stormwater/Glen Schlueter
a, One (1) foot of freeboard is needed for the parking access.
b. The drainage report needs to be modified and Stormwater needs 1 copy of the revised
report.
Light & Power/Rob Irish
a. The transformer needs to be sized.
b. The transformer pad is too small. Also, Light & Power needs 3 feet of perimeter
clearance around the transformer.
Engineering/Marc Virata
a. The stairs to the parking garage along the alley need a wall or other substantial barrier
for the stairwell.
b. Remove the sliding gate as it encroaches into the right-of-way.
Another "formal" round of review is not needed. Please submit 4 paper copies of the plans
for review by City staff.
