element needs to handle 1.33 times the flow and not enter any opening into the
building. With grades as proposed, the foot of free -board could not be met
unless a floodgate was installed at the underground parking entrance. Cortina is
an example of a project that installed a floodgate. An analysis of the flows in
Olive Street with the additional 33% may prove to not enter the underground
parking entrance, although a 1-foot tall floodgate would still be recommended.
A 33% flow enhancement has been evaluated, see Drainage Report.

Comments from Current Planning:
Since the electrical transformer is in such a prominent location, please add a gate
along the front to screen from Olive Street. The gate should be sliding so it does
not open up onto public right-of-way. Please consider matching the fence design
for continuity. Be sure the gate is two feet behind the sidewalk.
The electrical transformer will be screened with a low wall similar to the trash enclosure.
The wall materials will match the building materials. A sliding metal gate similar in style
to the patio and balcony railings will provide access to the transformer.
On the Lighting Plan, Staff is concerned that the Lithonia WST wall -mounted
sconce (fixtures DE and F) are described with a vague reference as being "night
time friendly." This is vague term that does not appear to go far enough. These
fixtures must be fully shielded. The term that is more commonly used is "dark
sky compliant." Staff is also concerned about the "medium throw distribution."
It does not appear that these fixtures will meet our Code. Either more information
needs to be provided regarding these fixtures, or a new wall -mounted fixture
needs to be selected.
Please provide clarification regarding the location of the AA and BB fixtures. It is
not clear as to the purpose of these fixtures. What is the vertical distance from
grade to fixture? Perhaps some illustrative examples can be provided. Staff is
for your reference. I will look to draft and finalize these documents in conjunction
with the development agreement and no action is needed at this time, unless
there are concerns with the general concept of one or both documents.

[2119108] There appears to be no location on this site for an electric transformer.
It may be necessary for the developer to provide an off -site easement on the west
side of the alley. If this is the case, the developer will need to work with Light &
Power Engineering on specifics before approaching any other property owner for
an off -site easement. Without knowing the electric service requirements, I can
only guess that the transformer pad will be approximately 6.5 ft. wide x 4'8" deep.
In addition, the transformer will need 3 ft. of clearance on each side and 8 ft.
unobstructed in front. Also, the transformer will need to be within 10 ft. of an all-
weather surface accessible to a utility line truck.

the western flow -line to determine if these flows overtop the high point in the
alley and run north.

[11/27/07] Master Plan flows for the 100-year storm running down Olive Street
need to be included in the analysis to determine if the water surface elevation is
less than the proposed opening of 80.00 into the underground parking garage.

[2129108] Once the water surface elevation in the alley is determined due to the
flows running down Olive Street, a discussion needs to take place to determine if
the freeboard is adequate. In our criteria manual for conveyance elements, there
needs to be a foot of freeboard to any opening into a building or the conveyance
[2126108] Are the trash enclosure doors located within the right-of-way? If so,
why cant these be outside of the right-of-way?
[11/21/07] The proposed trash enclosure off of the alley cannot have doors which
swing out into the alley right-of-way. Either sliding doors or further insetting the
trash enclosure would need to be accomplished.

encroachment permit within the right-of-way, though this will be a different and
less formal of a procedure than the encroachments pertaining to the structures.

needed from the developer at this time.

[2126108] The revised design was viewed as being acceptable for City
Transportation Staff to grant an encroachment permit. A legal description and
exhibit should be prepared for the encroachments on Olive as well as Matthews.
A draft of the encroachment permit will then be prepared.

[11116107] There's been some general discussion and concern regarding the use
of the public space (right-of-way) for aspects the building. Fundamentally, the
steps and railings along Matthews along with the planter and low seat wall along
Olive are all obstructions of the right-of-way that would need to be approved via
an encroachment permit. We're potentially open to the encroachment shown on
the Matthews Street side, however we're concerned over the extent of the
encroachment onto the public space on the Olive Street side. We're not inclined
to introduce a meander in the sidewalk system along Olive Street and would
rather just see the sidewalk maintain the consistent 10 foot separation from the
curb and gutter. Why is the public space being encroached into? Interestingly,
we note page 7 of the traffic impact study which shows perhaps an earlier
iteration of the project and has the sidewalk along Olive Street maintain a
consistent separation from the street. We would prefer this design over the
present iteration and don see a compelling reason to support the present
design.

on sheet G1 to provide flexibility to possibly reduce the extent of the mill/overlay
in the field via revising the 18' width of the patch to state 16 =18' and then after
"Extent of mill/overlay" as "to be determined in the field':

[11121107] The 2' sawcut shown on the drawings is likely sufficient on Matthews
Street though there are some general concerns on the cross slope on Olive Street
such that we believe the pavement patching needs to be extended further into
Olive Street to achieve a better cross slope. At the time of final plan submittal
further design information will be needed to show what cross slopes and flowline
grades are achieved with the new curb and gutter and patching. On Olive Street
I'd like to see cross sections of the full road at 50 foot intervals in order to
ascertain how the cross slopes will work.
