standpipes in every stairwell. The standpipe system must be capable of supplying a
minimum 100 psi to the top floor; an approved fire pump may be required to obtain

(11/30/07] AUTOMATIC FIRE SPRINKLERS: Because this is a mixed -use building,
the automatic fire sprinkler is required to meet NFPA 13 specifications (as opposed
to NFPA 13R requirements for residential sprinkler systems).

encroachment permit. We're potentially open to the encroachment shown on the
Matthews Street side, however we're concerned over the extent of the
encroachment onto the public space on the Olive Street side. We're not inclined to
introduce a meander in the sidewalk system along Olive Street and would rather just
see the sidewalk maintain the consistent 10 foot separation from the curb and gutter.
Why is the public space being encroached into? Interestingly, we note page 7 of the
traffic impact study which shows perhaps an earlier iteration of the project and has
the sidewalk along Olive Street maintain a consistent separation from the street. We
would prefer this design over the present iteration and don't see a compelling reason
to support the present design.

[11/21/07] Page 4 of Appendix A of the TIS shows an internal floor plan of the
building. As a thought, it appears that the ramp and seat wall along the Olive Street
side might be desired for ADA concerns? Could the ADA access based upon the
internal floor plan be accomplished from the north entrance via a ramp out to
Matthews Street? This would potentially address the encroachment concerns on the
Olive Street side.

[11/21/07] The proposed trash enclosure off of the alley cannot have doors which
swing out into the alley right-of-way. Either sliding doors or further insetting the trash
enclosure would need to be accomplished.

[11/21/07] The location of the trash enclosure appears to have some sight distance
concerns for the parking garage entrance. How will residents exit the parking
garage with proper view of vehicles traversing the alley?

[11/21/07] The concept of the project being residential with the potential for mixed
use may warrant further discussion on the applicability of TDR fees as the fees were
collected based on the premise of it being solely residential and it does not address
a potential commercial usage.

utility providers that utility easements would be needed behind the right-of-way. A
utility coordination meeting should perhaps be held in order to verify that utility
servicing needs can be met and that additional area behind the right-of-way
reserved for utility easements is not needed.

[11/21/07] The 2' sawcut shown on the drawings is likely sufficient on Matthews
Street though there are some general concerns on the cross slope on Olive Street
such that we believe the pavement patching needs to be extended further into Olive
Street to achieve a better cross slope. At the time of final plan submittal further
design information will be needed to show what cross slopes and flowline grades are
achieved with the new curb and gutter and patching. On Olive Street I'd like to see
cross sections of the full road at 50 foot intervals in order to ascertain how the cross
slopes will work.

[11/21/07] The construction drawings indicate a 10" storm drain line that appears to
be a private line within both the public alley and Olive Street right-of-way. Similar to
ID#2 this is an encroachment onto public right-of-way that we'd prefer to see be
relocated outside of all public right-of-way.

the Matthews and Olive flowlines for more detailed verification of how drainage in
being conveyed around the development.

however the bonnet bolt is not acceptable as a means for a benchmark and a
benchmark from the City's Vertical Control should be used as the second
benchmark.

the public space (right-of-way) for aspects the building. Fundamentally, the steps
and railings along Matthews along with the planter and low seat wall along Olive are
all obstructions of the right-of-way that would need to be approved via an
