SUBJECT: Review of Advance Auto Traffic Impact Study

Gloria: We have finished our review of the traffic impact study for Advance Auto in Fort Collins.
As you know, the Advance Auto store is located on North College Avenue at Hemlock Street
and is a fairly small project generating less than 500 vehicle -trips per day.
• The trip generation calculation used rates from the Phedition of Trip Generation. The CDOT
requirement is the 6U' edition rates; however, the 61h edition rates for ITE code 843
(Automobile Parts Sales) are the same as the 7'h edition rates.
• The traffic impact study only provided analysis for the PM peak hour. This seems
reasonable since the PM peak hour generates about fives times as many vehicle -trips as
the AM peak hour.
• The proposed access to North College Avenue is proposed just north of the existing
property line to avoid impacts to an existing building. This access is shown in the short-
term condition of the US 287-SH 14 Access Management Report; although the access, as
shown in the access management plan, is on the property line. Although the proposed
access is not on the property line, it is our opinion that the proposed access location is
consistent with the spirit of the access management plan.
• On page 3 in the second paragraph it is stated that the critical movement at the proposed
access, which the report identifies as the northbound left out movement, operates at LOS B
during the PM peak hour for the existing plus site generated condition and the future (2027)
condition. However, the analysis worksheets show that the northbound left out movement
operates at LOS E for the existing plus site condition and LOS F for the future (2027)
condition. The difference between the text and the analysis worksheets needs to be
reconciled.
