Sincerely, &1bq&W,Ur Shelby Sommer Associate City Planner Page 10 Topic: Stormwater Number: 53 Created: 8/30/2007 [8/30/07] Please revise detention calculations to reflect one 2-year release rate. This basin defines the release rate to be .2.cfs per acre and dual release rates are not utilized. Number: 67 Created: 8/31/2007 [8/31/07] If the sidewalk along the detention pond is to be moved next to the pond, the sidewalk can act as the spillway and provide erosion protection. Department: Stormwater-Water-Wastewaterlssue Contact: Roger Buffington Topic: WaterMastewater Number: 26 Created: 8/28/2007 [8/28/07] City records show only one sanitary sewer in the alley; however, utility plans show two. Please clarify. Number: 27 Created: 8/28/2007 [8/28/07] If separate irrigation meter is planned, a second water service is required from the main to the meter. The two water services (domestic and irrigation) may be in the same trench approximately 3 feet apart. Number: 28 Created: 8/28/2007 [8/28/07] If any sewer service clean -outs are in hard surfaced areas, label as "traffic rated" and include City standard detail. Number: 29 Created: 8/28/2007 [8/28/07] Sewer service and gas service are very close together. City does NOT maintain the sewer service; however, from a maintenance standpoint, this will be difficult for owner to maintain. Number: 30 Created: 8/28/2007 [8/28/07] See plans for other minor comments. Department: Zoning Issue Contact: Peter Barnes Topic: Zoning Number: 3 Created: 8/17/2007 [8/17/07] The lot depth dimension on the site plan is indicated to be 190'. However, an additional 17.5' of ROW is being dedicated, meaning the lot depth is only 172.5. The site plan needs to reflect the new lot dimensions and the property lines need to be labeled as such on the site plan. Number: 4 Created: 8/17/2007 [8/17/07] The of data table" on the site plan lists the land use as "commercial". The specific use or uses proposed must be listed in order to ensure that the proposed uses are Type 1 uses, not Type 2 uses. See redlines for additional minor comments. Department: Light & Power Issue Contact: Alan Rutz Topic: General Number: 25 Created: 8/28/2007 [8/28/07] Power is available at the southwest corner of the site. Contact Light and Power to discuss transformer location. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 54 Created: 8/31 /2007 [8/31/07] WALL HYDRANT: What is labeled the site plan (actually, it's elevations) shows item #20 on the building as being a wall hydrant. Is this actually what it's supposed to be? Should it actually be a sprinkler FDC? What would be the need for having a wall hydrant, if that's what it actually is? Number: 55 Created: 8/31 /2007 [8/31/07] EMERGENCY NOTIFICATION: The HMIA states that in the event of a problem with hazardous materials, employees are to call Advance's Environmental Health and Safety Program. Please stress to employees the importance of calling 911 for an emergency response in the event of a serious hazardous materials incident. Department: Stormwater-Water-Wastewaterlssue Contact: Wes Lamarque Topic: F/oodplain Number: 64 Created: 8/31 /2007 [8/31/07] Please add a note on the plat, site plan, and grading plan stating the entire site is within the FEMA Dry Creek 100-year Floodplain. Number: 65 Created: 8/31 /2007 [8/31/07] Please add a note on the Drainage Plan stating what the regulatory elevation for the structure is ( BFE + 18 inches), that a variance is being requested for BFE + 12 inches, and state the BFE elevation. Number: 66 Created: 8/31 /2007 [8/31/07] Please edit the text in the report per redlines. Page 8 Number: 51 Created: 8/29/2007 [8/29/07] Please show the street tree locations on College on the Utility Plans. The location of street trees on College is important such that the trees will not need to be removed or relocated when College is widened. Please space the trees with respect to the ultimate sidewalk location rather than centering them in the parkway between the sidewalk and curb. Number: 52 Created: 8/29/2007 [8/29/07] Please revise the Site and Landscape plans accordingly to reflect all changes requested on the Utility Plans related to sidewalks, ramps, on -site medians etc... Number: 56 Created: 8/31 /2007 [8/31/07] The parking spaces off of College Avenue do not meet the minimum set back requirement (measured from future flow line which is 16 feet from ROW). Please see LCUASS Table 19-6 for set back requirements based on the ADT provided in the traffic study submitted. Minimum set back is 50 feet but could be more based on ADT. Number: 57 Created: 8/31 /2007 [8/31/07] As discussed in the staff review meeting, the cross lot access area (SE corner near driveway) may be landscaped and money may be escrowed for future paving, curbs, ramp and sidewalk. A detailed cost estimate must be prepared by the developer and submitted for review. The escrow will be specified in the development agreement and will be due at the time of building permit. The access easement will need to be dedicated on the Plat to ensure a future connection can be made and utilized if needed. Number: 58 Created: 8/31 /2007 [8/31/07] It is estimated that College improvements in front of this site may be started as early as 2009 to accommodate the new Vine Drive alignment intersecting College Ave. This may require widening College in front of this site to accommodate two left turn lanes onto Vine. This will require the access on College to be permanently closed. Please provide a bold note on the Plat that indicates that the City or CDOT may close the College access at the time improvements are completed. This phase of College improvements may not affect other parcels on College with existing access driveways ... not all accesses will likely be closed at this time. Topic: Technical Services Number: 59 Created: 8/31 /2007 [8/31/07] E 1/4 misslabeled in legal on Plat. Number: 60 Created: 8/31/2007 [8/31/07] Add - Being a replat of ....... (see redlines) Page 7 [8/29/07] The detached sidewalk on College will need to extend all the way to the south property line in the ultimate location with a type III barricate installed at the south end. This will require the cross lot access dsign to change or narrow. If the cross lot access is reduced to. less than 20 feet wide it may need to be a one way controlled access with signage installed. Please indicate with your next submittal how this cross lot access to the south adjacent parcel will function. Number: 39 Created: 8/29/2007 [8/29/07] The College driveway access must be constructed per LCUASS DWG 707 with ped ramps and connecting sidewalks on both sides. Please show and call out on the plans. Number: 40 Created: 8/29/2007 [8/29/07] The sidewalk on Hemlock should be straightened on both ends and standard directional ramps should be installed at the alley intersection and across Hemlock at College. Number: 41 Created: 8/29/2007 [8/29/07] A public access easement must be dedicated on the Plat and shown on the Utility Plan drawings which connects the adjacent parcel to the south (cross lot access) to the alley. The public access easement must be a minimum of 20 feet wide. Please see redlines for clarification. Number: 44 Created: 8/29/2007 [8/29/07] Please show and label the approximate limits of street cut needed for utility connections and add the standard street cut note to the plans. Number: 46 Created: 8/29/2007 [8/29/07] Please provide cross sections with the grading plan to show how the on - site landscaped medians at the perimeter will tie into the existing grades will not drain water onto the adjacent property. Number: 47 Created: 8/29/2007 [8/29/07] Please show the existing building location on the adjacent parcel to the south. Number: 48 Created: 8/29/2007 [8/29/07] The plans show a 2 foot sawcut to install curb and gutter on College. The pavement will also need to be milled and overlayed to the nearest lane line along the length of the street cut. Please show and label this on the plans. Number: 50 Created: 8/29/2007 [8/29/07] An access permit is required from CDOT. You may submit an application to CDOT concurrently with the City review and the City will coordinate with CDOT such that the access permit can be issued when the plans are approved. Page 6 Please contact Megan at 970-498-7065 if you have questions regarding these comments. Topic: Site Plan Number: 10 Created: 8/20/2007 [8/20/07] Please clearly label right-of-way, easements and building setbacks on the site plan. See redlined site plan for small typos and corrections. Department: Current Planning Issue Contact: Dana Leavitt Topic: Site Plan Number: 36 Created: 8/29/2007 [8/29/07] In addition Peter Barnes' comments regarding the trash enclosure, the interior space must be able to accommodate both trash containers and recycling containers. Show a plan with dimensions for both length and width with containers within structure per Section 3.2.5 of the Land Use Code. Department: Engineering Issue Contact: Randy Maizland Topic: Engineering Number: 33 Created: 8/29/2007 [8/29/07] No alley improvement design was submitted. The 20 foot alley off of Hemlock must be improved to either 7-11 F or 7-12F and 500 feet of off -site preliminary design must be provided. The alley intersection must also be reconstructed to the current standard. Number: 34 Created: 8/29/2007 [8/29/07] The existing street flowline on College Avenue is not in the ultimate location. Any new curb and gutter construction/reconstruction on College is only an interim condition. This development will be required to escrow money for future ultimate curb and gutter on College for the entire length of the College frontage. The College access will be permanently removed and replaced with curb and gutter in the future. The escrow payment will required prior to the issuance of a building permit and will be specified in the development agreement. The developers engineer shall prepare a cost estimate for the City to review for design and construction. Number: 35 Created: 8/29/2007 [8/29/07] The detached sidewalk on College must be located in the ultimate location at the ROW line so that it will not need to be removed when College is widened (when Vine is relocated). The sidewalk will also need to be a min. of 6 feet wide to meet the arterial standard. Due to the detention ponds location with respect to the ROW on College, a safety hand rail will be required where the pond is adjacent to the sidewalk. It appears the overflow weir will also need to be modified where the sidewalk conflicts. Number: 38 Created: 8/29/2007 Page 5 [8/29/07] Provide a list of native grass species and the application rate for seeding. Number: 45 Created: 8/29/2007 [8/29/07] There are inappropriate selections of plant materials numerous. locations. For example, the Colorado Spruce tree located between the loading dock and the trash enclosure will grow to overwhelm the 10' space in the island, thus reducing the function of both features. Refer to the plan for additional comments pertaining to selection. Number: 49 Created: 8/29/2007 [8/29/07] Planting Plan labeling needs to be accurate and clear to read. See redline comments. Plant schedule and quantities list should be combined, with unique symbols for each species of plant. Department: Current Planning Issue Contact: Shelby Sommer Topic: Lighting Plan Number: 18 Created: 8/21 /2007 [8/21/07] Maximum on -site lighting levels shall not exceed 10 foot candles. Please see problem areas highlighted on lighting plan, specifically the recessed lighting near the building entrance. I would recommend that you reduce the quantity of fixtures in this area to provide better uniformity and transition. Light levels measured 20 feet beyond the property line shall not exceed 0.1 foot candle (see highlighted areas that exceed this level). Number: 19 Created: 8/21 /2007 [8/21/07] Light pole finish color (Fixture type AA) should be a color other than red to blend in with the site, not stand out (black, silver etc.) Wall mounted fixtures should be in a color that matches and blends in with the building exterior. Topic: Plat Number: 20 Created: 8/21 /2007 [8/21/07] Megan Harrity (Assessment Specialist - County Assessor's Office): I have reviewed the preliminary plat for the Advance Auto Parts PDP. I have a couple of concerns and I have enclosed two copies of the Assessor's Property Profile sheets, both of which may be part of the proposed Auto Parts plat. Lot 7 is split between two separate parcels. The North 22 feet belong to Rush Family LLC and the South 3 feet belong to Trinity Investments Limited, College Lofts LLC and E.L. & Linda Black. All owners of Lot 7 will need to sign the final plat. Also, the written portion of the legal description commences at the southeast corner of said section 2, when it should begin from the southeast quarter corner. Page 4 [8/13/07] Please see the attached comment sheet from Water Conservation (Laurie D'Audney) regarding Landscape Plan requirements. Number: 11 Created: 8/20/2007 [8/20/07] Street tree selections must be from the City's approved street tree list (see attached). Swamp White Oak is not a species on this list. Number: 12 Created: 8/20/2007 [8/20/07] Street trees must be placed at 30 to 40 foot spacing. An additional street tree is required along College Ave. Number: 13 Created: 8/20/2007 [8/20/07] "Full tree stocking" is required along high visibility sides of the building. Please see Section 3.2.1(D)(1)(c) of the LUC for specifics. This pertains especially to the eastern edge of the building along College Ave. Number: 14 Created: 8/20/2007 [8/20/07] Several of the trees listed as deciduous shade trees are not deciduous species. Please include these in a separate table for coniferous species, with height specifications, not caliper. Number: 15 Created: 8/20/2007 [8/20/07] Repeat comment from Zoning: foundation plantings and parking lot perimeter plantings are required. An alternative compliance request must be submitted if you cannot provide perimeter plantings as required due to the proximity of the existing building. Number: 16 Created: 8/20/2007 [8/20/07] The southernmost landscape island in the parking lot must be at least 8 feet in its smallest dimension, and at least 80 square feet total. It looks like you're close to 8 feet wide, but not quite. Please confirm. Number: 17 Created: 8/20/2007 [8/20/07] Please add the tree protection specifications located in Section 3.2.1(F) of the LUC to the landscape plan or add note that trees will be protected per the specifications in this section. Department: Current Planning Issue Contact: Dana Leavitt Topic: Landscape Plan Number: 42 Created: 8/29/2007 [8/29/07] Numerous spelling errors for species name on plan - correct. Show all plants at mature size. For example, an Autumn Purple Ash will have a canopy more than 7' in diameter at 10 years and will continue to grow well beyond 20' by the 20th year. Number: 43 Created: 8/29/2007 Page 3 articulation standards. Please include changes in height in addition to projected/recessed elements. Pay specific attention to the building entrance, the long, blank wall facing the parking lot near the building entrance and the Hemlock facade. Massing of the building should not exceed a width to height ratio of 3 to 1 without substantial variation including changes in height and projecting/recessed elements. Number: 24 Created: 8/28/2007 [8/28/07] Facades that face the street or connecting pedestrian frontage need to be proportioned for pedestrians with features such as windows, arcades, arbors etc. The North elevation facing Hemlock St. needs to be revised to satisfy the standard located in Section 3.5.3(D)(3). Please refer to the North College Corridor Plan's guidelines for further standards relating to materials and architectural elements. We strongly encourage the use of brick instead of block, metal elements and a semi - industrial character to set the stage for future redevelopment in this area. Topic: General Number: 2 Created: 8/17/2007 [8/17/07] The following departments/agencies have no concerns with this proposal: Park Planning, GIS, Real Estate Services, Comcast. Number: 9 Created: 8/20/2007 [8/20/07] The Grading Plan should be included with the Utility Plan set, not the Site Plan. The Existing Conditions Plan is helpful, but not required and will not need to be recorded with the rest of the development plan documents. Cadence Development LLC 8480 E. Orchard Rd. Ste#6900 Greenwood Village, CO 80111 Staff has reviewed your submittal for ADVANCE AUTO PARTS PDP - TYPE I, and we offer the following comments: ISSUES: Department: Advance Planning Issue Contact: Clark Mapes Topic: Architectural Elevations Number: 31 Created: 8/28/2007 [8/28/07] Per our previous conversations, Fort Collins has standards that "break the mold" of shoebox-style corporate boxes - refer to 3.5.3(C ) and (D). Standards require responsive, creative architectural design. The 2007 North College Corridor Plan explains the approach to distinct local character in this area. This is particularly important to the community. The red brick is a positive element in this regard. However, additional variation in the height/width ratio should be added, with additional height used to highlight the street front and entrance. The additional height offers opportunities for more architectural interest and character. The North College Plan describes a semi -industrial character, possibly in combination with traditional characteristics of Downtown, noting the use of brick instead of block; metal instead of artificial stucco in architectural design; use of glass, deep protrusions and recesses, juxtaposed forms, awnings, color, exposed structural elements, and significant, functional roof forms to add height and interest to one-story buildings. Staff will bring a number of redline questions and suggestions for further consideration and discussion with the developer and architect. Topic: Site Plan Number: 32 Created: 8/28/2007 [8/28/07] Sidewalks need minor adjustment and detailing for user -friendliness - e.g. ease corners, adjust alignments to remove minor discontinuities. Department: Current Planning Issue Contact: Shelby Sommer Topic: Architectural Elevations Number: 23 Created: 8/28/2007 [8/28/07] Per Section 3.5.3(D)(3) of the Land Use Code, no wall that faces a street or connecting walkway shall have a blank, uninterrupted length exceeding 30 feet without including at least 2 of the following: change in plane, change in texture or masonry pattern, windows, treillage with vines, or an equivalent element that subdivides the wall into human scale proportions. See redlines for areas that exceed this 30 foot requirement and revise elevations to meet the minimum wall Page I
