City or CDOT may close the College access at the time improvements are
completed. This phase of College improvements may not affect other parcels on

at the ROW line so that it will not need to be removed when College is widened
(when Vine is relocated). The sidewalk will also need to be a min. of 6 feet wide to
meet the arterial standard. Due to the detention ponds location with respect to the
ROW on College, a safety hand rail will be required where the pond is adjacent to
the sidewalk. It appears the overflow weir will also need to be modified where the
sidewalk conflicts.
The sidewalk has been moved to the ultimate location, and is now shown and
labeled as 6 feet wide. The rip -rap protection for the overflow weir has been
deleted, and a handrail is specified for the retaining wall.

interim condition. This development will be required to escrow money for future

the future. The escrow payment will required prior to the issuance of a building
permit and will be specified in the development agreement. The developers
engineer shall prepare a cost estimate for the City to review for design and
construction.

reviewed the preliminary plat for the Advance Auto Parts PDP. I have a couple of
concerns and I have enclosed two copies of the Assessor's Property Profile sheets,
both of which may be part of the proposed Auto Parts plat.
Lot 7 is split between two separate parcels. The North 22 feet belong to Rush
Family LLC and the South 3 feet belong to Trinity Investments Limited, College Lofts
LLC and E.L. & Linda Black.
All owners of Lot 7 will need to sign the final plat. Also, the written portion of the
legal description commences at the southeast corner of said section 2, when it
should begin from the southeast quarter corner.

[8128107] Per our previous conversations, Fort Collins has standards that "break the
mold" of shoebox-style corporate boxes - refer to 3.5.3(C) and (D). Standards
require responsive, creative architectural design. The 2007 North College Corridor
Plan explains the approach to distinct local character in this area. This is particularly
important to the community. The red brick is a positive element in this regard.
However, additional variation in the height/width ratio should be added, with
additional height used to highlight the street front and entrance.' The additional
height offers opportunities for more architectural interest and character.
The North College Plan describes a semi -industrial character, possibly in
combination with traditional characteristics of Downtown, noting the use of brick
instead of block, metal instead of artificial stucco in architectural design; use of
glass, deep protrusions and recesses, juxtaposed forms, awnings, color, exposed
structural elements, and significant, functional roof forms to add height and interest
to one-story buildings. Staff will bring a number of redline questions and
suggestions for further consideration and discussion with the developer and
architect.
In order to correspond with the North College Corridor Plan, we have made the
height differences more dramatic both at the entrance and the north side facing
Hemlock. We have made more surfaces with red brick and changed the color of
the integral block to be a darker color to contrast with the red brick nicely.
