[9/28/07] 1 apologize for not being more specific regarding my questions about
what's labeled "wall hydrant". What is in the wall behind the "wall hydrant" or "hose
bibb"? A bibcock is just a downward -facing faucet, so is this just a domestic -water
faucet on an exterior wall? In the fire service, a "wall hydrant" is a very specific
device. A wall hydrant is typically installed in large buildings (warehouses) that need
water in close proximity to supply a sprinkler system. The fixture allows us to quickly
have water to support the FDC, particularly if there is a delay in getting a water
supply from a freestanding hydrant. In PFA's district, we might have 2-3 wall
hydrants. A 6,000 SF building with good access and a suitable, nearby water supply
would not have a wall hydrant. If this truly is a water faucet (but I'm not sure that's
what it is), please label it that way.
[8/31/07] WALL HYDRANT: What is labeled the site plan (actually, it's elevations)
shows item #20 on the building as being a wall hydrant. Is this actually what it's
supposed to be? Should it actually be a sprinkler FDC? What would be the need for
having a wall hydrant, if that's what it actually is?

year storm, only the 10-year storm. Quantity detention needed for this release rate
would be over 6,000 cf, and only 2,917 cf is being provided. Please revise.

This basin defines the release rate to be .2 cfs per acre and dual release rates are
not utilized.

College access as discussed in the October 2 meeting with the attorney. CDOT has
indicated to me that the conditional access permit they are providing for the College
access is revocable with only notification. No additional process will be warranted to
close this access driveway in the future when College improvements are completed.
[8/31/07] It is estimated that College improvements in front of this site may be
started as early as 2009 to accommodate the new Vine Drive alignment intersecting
College Ave. This may require widening College in front of this site to accommodate
two left turn lanes onto Vine. This will require the access on College to be
permanently closed. Please provide a bold note on the Plat that indicates that the
City or CDOT may close the College access at the time improvements are
completed. This phase of College improvements may not affect other parcels on
College with existing access driveways ... not all accesses will likely be closed at
this time.

[8/29/07] No alley improvement design was submitted. The 20 foot alley off of
Hemlock must be improved to either 7-11 F or 7-12F and 500 feet of off -site
preliminary design must be provided. The alley intersection must also be
reconstructed to the current standard.

[8/29/07] The existing street flowline on College Avenue is not in the ultimate
location. Any new curb and gutter construction/reconstruction on College is only an
interim condition. This development will be required to escrow money for future
ultimate curb and gutter on College for the entire length of the College frontage. The
College access will be permanently removed and replaced with curb and gutter in
the future. The escrow payment will required prior to the issuance of a building
permit and will be specified in the development agreement. The developers
engineer shall prepare a cost estimate for the City to review for design and
construction.

There is no pan used with this standard and the driveway is all concrete with radius
flares. The driveway must also intersect the street at 90 degrees.

with ped ramps and connecting sidewalks on both sides. Please show and call out
on the plans.

[9/28/07] The Hemlock fagade looks a little better as you have the changes in plane
and texture but still isn't designed with an appropriate pedestrian scale. Consider
items such as treillage with vines or windows to add interest along this long wall.

Glass block windows, north side of building: The facade facing Hemlock Street
lacks any animating features. Glass block windows, especially near the College
Avenue corner of the building, would meet this need without compromising the
apparent need to maximize interior functions.
Aluminum Storefront Color: Assuming this system needs to be red for the user, a
more subdued colonial red than the pure red specified.
Support post at entry: Other stores by this user have a support post at the entry
overhang. Is there a post? Drawings do not identify one. This post would be an
opportunity for a significant steel or masonry feature.
Drawings: The elevations don't match/are not clear. The south elevation apparently
should show a raised parapet beyond, per the north elevation. Likewise, the east
elevation should apparently show the same parapet beyond.
Electrical equipment. Should be painted to match masonry. (Same note as
downspouts).

situations. These include Black Ash, Viburnum Cardinal Candy, Purple Ice Plant,
Rocky Mountain Sumac, and Hydrangeas. Also, the assortment of plants at the
main entry planting appears random, missing an opportunity to highlight the front
entry. It would be best to discuss this by phone rather than write out the details.

Staff has reviewed your submittal for ADVANCE AUTO PARTS PDP - TYPE I, and
we offer the following comments:
ISSUES:

Topic: Architectural Elevations
Number: 97 Created: 10/7/2007
[10/7/07] Building plans don't adequately reflect initial and previous conversations
with the applicant re distinct identity described for this part of the city, in new
development and redevelopment projects. This identity will derive mainly from the
traditional character of Downtown combined with contemporary urban semi -industrial
characteristics, avoiding typical suburban character as described in the North
College Plan previously sent and discussed.
The artificial stucco, concrete block, and econo-utility brick do not contribute to this
local identity. Brick, as a material, works very well, but simply needs to be specified
in classic standard size rather than utility size. The precast sills also work very well.
Following are suggestions to meet the standards. A meeting to discuss the building
design may be warranted.
Replace EIFS panels with brick: The EIFS panels should be replaced with brick to
create a stronger building mass at the front entry, juxtaposed with the rest of the
building. A sign frieze could be created with masonry courses.
If the additional brick is a problem, perhaps the use of brick as a wainscot should be
reconsidered — since much of that will be fronted by landscaping, that may be the
place for split face block, with brick used for higher visibility parts. The brick ribs are
a positive and highly visible element, so if the wainscot were block, the brick ribs
could be integrated by wrapping the wainscot around them.
Replace The EIFS fascia and banding with masonry: As a prominent element, this
should include brick, and could include smooth or ground face tinted block courses.
Make block panels smooth -face: Smooth face block would be more appropriate
above the wainscot, contributing to a more urban (less suburban) character.
Masonry fascia that includes a brick course would help integrate these panels.
