[91281071 l apologize for not being more specific regarding my questions about
what's labeled "wall hydrant" What is in the wall behind the "wall hydrant" or "hose
bibb "? A bibcock is just a downward -facing faucet, so is this just a domestic -water
faucet on an exterior wall? In the fire service, a 'wall hydrant" is a very specific
device. A wall hydrant is typically installed in large buildings (warehouses) that need
water in close proximity to supply a sprinkler system. The fixture allows us to quickly
have water to support the FDC, particularly if there is a delay in getting a water
supply from a freestanding hydrant. In PFA's district, we might have 2-3 wall
hydrants. A 6, 000 SF building with good access and a suitable, nearby water supply
would not have a wall hydrant. If this truly is a water faucet (but I'm not sure that's
what it is), please label it that way.
[8131107] WALL HYDRANT: What is labeled the site plan (actually, it's elevations)
shows item #20 on the building as being a wall hydrant. Is this actually what it's
supposed to be? Should it actually be a sprinkler FDC? What would be the need for
having a wall hydrant, if that's what it actually is?
Please see the wording on the elevations and the cut sheet for a better explanation
of the hose-bibb.

College Ave. This may require widening College in front of this site to accommodate
two left turn lanes onto Vine. This will require the access on College to be

College with existing access driveways ... not all accesses will likely be closed at
this time.

showing that there is ample room for both a dumpster and recycling bins.

location. Any new curb and gutter construction/reconstruction on College is only an
interim condition. This development will be required to escrow money for future

College access will be permanently removed and replaced with curb and gutter in
the future. The escrow payment will required prior to the issuance of a building
permit and will be specified in the development agreement. The developers
engineer shall prepare a cost estimate for the City to review for design and
construction.

islands on the south side of the parking lot. The small landscape island (at the
west end of the row of parking along the south side of the building) needs to be a

[9/28/07] This is looking much better. The lighting levels in the alley right-of-way are
still a bit high and need to be no more than 0.1 foot candle at 20 feet beyond the
property line. Please revisit and adjust as much as possible.
After some evaluation, we concluded that if we lower the light anymore than it
already is, and then the delivery truck would be likely to hit it since it would be out of
the line of vision. To provide some lighting to the back of the store, we have put a
light on the southwest comer of the building to replace the alley lamp post. The
lighting levels in the alley are now to City standards.

this intended for — would it be on only in emergencies? (It appears to be more of an
everyday service light).

Replace The EIFS fascia and banding with masonry. As a prominent element, this
should include brick, and could include smooth or ground face tinted block courses.

Make block panels smooth -face: Smooth face block would be more appropriate
above the wainscot, contributing to a more urban (less suburban) character.
Masonry fascia that includes a brick course would help integrate these panels.
The block on the building has been changed to smooth face block.
Glass block windows, north side of building: The fagade facing Hemlock Street
lacks any animating features. Glass block windows, especially near the College
Avenue corner of the building, would meet this need without compromising the
apparent need to maximize interior functions.
We have added spandril glass windows to the Hemlock Street facade to give it a
pedestrian friendly perspective.
Aluminum Storefront Color. Assuming this system needs to be red for the user, a
more subdued colonial red than the pure red specified.

Support post at entry: Other stores by this user have a support post at the entry
overhang. Is there a post? Drawings do not identify one. This post would be an
opportunity for a significant steel or masonry feature.
We have added a support post of steel.
Drawings: The elevations don't match/are not clear. The south elevation apparently
should show a raised parapet beyond, per the north elevation. Likewise, the east
elevation should apparently show the same parapet beyond.

[10171071 Building plans don't adequately reflect initial and previous conversations
with the applicant re distinct identity described for this part of the city, in new
development and redevelopment projects. This identity will derive mainly from the
traditional character of Downtown combined with contemporary urban semi -industrial
characteristics, avoiding typical suburban character as described in the North
College Plan previously sent and discussed.
The artificial stucco, concrete block, and econo-utility brick do not contribute to this
local identity. Brick, as a material, works very well, but simply needs to be specified
in classic standard size rather than utility size. The precast sills also work very well.
Following are suggestions to meet the standards. A meeting to discuss the building
design maybe warranted.
The brick is now standard size rather than utility size.
Replace EIFS panels with brick: The EIFS panels should be replaced. with brick to
create a stronger building mass at the front entry, juxtaposed with the rest of the
building. A sign frieze could be created with masonry courses.
The EIFS has been replaced with masonry, smooth block that matches and blends
with the rest of the building.
if the additional brick is a problem, perhaps the use of brick as a wainscot should be
reconsidered — since much of that will be fronted by landscaping, that may be the
place for split face block, with brick used for higher visibility parts. The brick ribs are
a positive and highly visible element, so if the wainscot were block, the brick ribs
could be integrated by wrapping the wainscot around them.
