5. You will be responsible for dedicating additional right-of-way and utility
easements as needed. College Ave. is classified as a 4 lane arterial
and you will be required to dedicate a total 57'/2 feet of right-of-way,
or potentially a little more to accommodate a % median in the future
(See Long Term Access Plan and LCUASS 7-2F). Hemlock must be
constructed as a Commercial Local (See LCUASS 7-6F) and there is
adequate existing right-of-way. Acknowledged
6. Standard utility easements are required behind the right-of-way on
College, Hemlock and the alley. A 15 foot utility easement will be
required along College, a 9 foot utility easement is required along
Hemlock and an 8 foot utility easement is required along the alley. No
structures may be located in utility easements. Please see letter to get
a variance granted for the easement on Hemlock.
7. Utility Plans, a Development Agreement (DA), Development

TRANSPORTATION PLANNING

to provide a 6 foot detached sidewalk along College Ave. and a 5 foot
detached sidewalk along Hemlock. Acknowledged
2. You will be required to provide a connecting walkway between the
street sidewalk(s) to the building entrance(s). Acknowledged
3. This property will be subject to the requirements of the North College
Access Control Plan. This plan will eventually require the existing
curbcut to be eliminated and access will be shared with the property to
the south. At this time it is unclear what will be required of this
property with respect to the existing curbcut along College, and follow-
up will be required with CDOT. Since there is a building along the
south property line, we have proposed a joint access on the property
that would allow for future joint access should the adjacent property
owner choose to use it. CDOT and the City Engineer have supported
this proposal. Please see attached letter from Gloria Hice-Idler, CDOT
Region 4.
4. Please provide a bicycle rack convenient to the building entrance for

2. The city wide development fee is $3,070/acre ($0.0705/sq.ft.) for new
impervious area over 350 sq.ft. No fee is charged for existing
impervious area. This fee is to be paid at the time each building
permit is issued. Acknowledged
3. A drainage and erosion control report and construction plans are
required and they must be prepared by a Professional Engineer
registered in Colorado. Acknowledged
4. In the Dry Creek basin the two year historic release rate is 0.2 cfs/acre
or show that the development can release storm water from the area
into the larger system without increasing the peak discharge in the
larger system. Extended detention is required to treat the runoff.

5. Floodplain Comments: Requesting a variance
- This site is located in the Dry Creek 100-year FEMA designated
floodplain. It is entirely in the flood fringe.
- The Dry Creek Flood Control Project has physically removed the
site from the floodplain; however, it will be 12-24 months before
the FEMA floodplain map is changed. Therefore, floodplain
regulations do apply however we will be happy to work with you on
how to meet them and support any variances that may be needed
while the floodplain map is being revised. Please contact the
Floodplain Administrator, Marsha Hilmes-Robinson at 224-6036.
- An approved Floodplain Use permit ($25) or Floodproofing
Certificate is required prior to release of the building permit. A
Floodplain Use permit is also required for all site improvements in
the floodplain.
- An approved as -built Elevation Certificate or as -built Floodproofing
Certificate is required prior to the release of the CO.
WATER S WASTEWATER

LAND USE DATA: Request to construct a 7,000 square foot general retail
building to be used for an Advanced Auto Parts store. The approximately
30,000 square foot property is located within the City of Fort Collins at the
southwest corner of Hemlock and North College Avenue and is zoned CN —
Commercial North College District.
COMMENTS: The following departmental agencies have offered comments for
this proposal based on a sketch plan and presentation to the review team:
ZONING

1. General retail uses are permitted in the CN — Commercial North
College District, subject to administrative review and public hearing
(also referred to as a "Type 1 Project Development Plan").

2. The building should be built to the corner of the site, no further than 15
from Hemlock and between 10 and 25 feet from North College Ave. In
the current site plan, the building is pushed up to the corner of N
College Ave and Hemlock with the above mentioned setbacks.
3. Based on the proposed 7,000 square foot building a maximum of 28
parking spaces (up to 4 spaces per 1,000 square feet) are permitted.
We have modified the site plan to have 26 parking spaces.
4. A minimum of 6% of the total interior space of the parking lot must be
landscape areas. Acknowledged
STORMWATER UTILITY

proposed Advance Auto Parts general retail development which was
presented before the Conceptual Review Team on February 26, 2007.
The comments are informally offered by staff to assist you in preparing the
detailed components of a project application. Modifications and additions to
these comments may be made at the time of formal review of this project.
The City's Current Planning Department coordinates the development review
