The Elevations:
➢ We are utilizing several different materials of higher quality including brick and
masonry block with EFIS and glass detailed elements. The colors are
complimentary and are natural tones of beige and tans.
➢ We have incorporated a change in height towards the front of the building and a
projecting element over the entrance in order to break up the massing of the
building, and create an interesting entrance that is oriented to the street.
➢ The building has 360 degree architecture with clear architectural features along
the sides.
➢ The entrance is clearly defined and recessed with a sheltering element.
➢ There is a clearly defined base made of brick that will be a darker color than the
rest of the building and brick columns that will add interest and dimension.
➢ There are two heights to the building, breaking up the horizontal plain.
➢ We have specifically designed the building using the guidelines of the N College
Overlay District, while at the same time integrating the design with the
surrounding area.
Utilities:
➢ The building and site will be built to comply with FEMA floodplain requirements.
➢ We have provided an erosion and drainage control report as part of the PDP
submittal. They have been prepared by Jones Engineering.
➢ As required by code, there is drainage on site to release at .2 cfs/acre.
➢ The utility lines will be under -grounded as part of the project.
Transportation:
➢ To comply with the North College Access Plan, we have met with Gloria Hice-
Idler and Eric Bracke to understand the access allowed. There currently is a
building on the Northern property line of the adjacent property, making it
impossible to have joint access on the property line. A supported solution to this
problem was to create an access off of N College Ave that will have an easement
allocated to the adjacent property owner to use the access if he chooses to in the
future. I have included the correspondence from CDOT in this application.
➢ Included in the site plan are detached sidewalks along N College Ave and
Hemlock. We are planning a meandering sidewalk along Hemlock for pedestrian
interest and to preserve the Elm trees.
➢ There is a pedestrian walkway to the entrance of the building.
➢ At the entrance, there is a bike rack that is accessible to both customers and
employees.

Re: Statement of planning objectives for the Project Development Plan (PDP)
Submittal.
Shelby:
As a part of our PDP submittal, I am including an explanation of our project and
objectives.
We would like to build a 7000 SF general retail building on the Southwest comer of
Hemlock and North College Ave. Currently the site is an unimproved, vacant lot. As part
of our project, we will be bringing the site substantially up to code, dedicating additional
right of way, installing a detached sidewalk on both Hemlock and North College Ave,
and creating a joint access point as described in the North College Access Plan. The site
is approximately 30,000 SF before the right of way dedication and is located in the North
College Overlay District. The zoning is CN and general retail is a use -by -right.
We are building a general retail building that we will then lease to tenants. The initial
tenant identified is Advance Auto Parts, a publicly traded company that specializes in
auto -parts retail. In an attempt to meet the vision of the North College Overlay District
and to create a retail building that would appeal to other retail users in the future, we are
not using the Advance Auto Parts prototype architecture, but have designed a building to
meet the requirements of the Overlay District - specifically;
The Building Layout:
➢ The building has been pushed up against the street with easy pedestrian access
provided from both Hemlock and N College Ave.
