Number: 28 Created: 6/6/2007 [6/6/07] The city-wide development fee is $3,070.00/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. This fee is to be paid at the time each building permit is issued. It is important to document all existing impervious area since it is grandfathered. Therefore the fees are only charged for new impervious area and it affects the requirements of onsite detention Number: 29 Created: 6/6/2007 [6/6/07] A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. Since this project will have less than that, water quality treatment is all that is needed. Forty hour extended detention is the preferred method. However the outlet flow control structure shown will require an outflow in an easement to the public ROW. The water quality extended detention pond area will also need to be in an easement. Number: 33 Created: 6/6/2007 [6/6/07] A portion of the site is in the Old Town floodplain. There are two splits that are shown on the floodplain map. We have looked at these to make sure the mapping is accurate. It appears that the split in the alley to the east of Meldrum that shows flood fringe to the north is not valid. The floodway line will also be the flood fringe line. However, the floodplain and split at Meldrum is valid. Therefore floodplain regulations do apply to that portion of the floodplain. This floodplain appears to impact Unit D. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. The proposed site plan does not accommodate any outdoor seating or sidewalk dining. The existing newly constructed ramps at Maple and Meldrum may be used with the new design. Standard curb and gutter shall be constructed along the entire street frontage on Maple and Meldrum. Any new striping for angle parking that may be gained will be at the developer's expense and should be shown on the utility plans. The same alley design option should be used for consistency and all drainage must be adequately conveyed. Maple, Meldrum and the alley will need an approved variance for an 8 foot utility easement behind the ROW.
