These chemicals include 'press wash,' 'safe -tray cleaner,' and various cleaning supplies. Reportedly, the chemicals are used in minimal amounts, are non- hazardous, and predominately water-soluble. Terracon observed little to no staining located in the vicinity of the chemicals used in the cutting/press process, with the exception of an approximate 15 square foot area of staining located beneath machinery in the work area. Terracon observed absorbent material in the vicinity of the 15 square foot area of staining. In addition, Terracon observed a 5-gallon bucket containing used wash blades, which are components of a press machine and must be replaced approximately every 6 months due to ink build-up. According to Mr. Carlson, the wash blades create a minimal amount of chemical waste and are not regulated for off -site disposal. Based on the minimal staining, concrete floor containment, and nature of operations at the site, the various chemicals contained in 32 ounce to 5 gallon containers do not appear to constitute a REC at this time. Recommendations Based on the scope of services and limitations of this assessment, Terracon did not identify recognized environmental conditions in connection with the site that, in our opinion, would require additional investigation at this time. • Terracon recommends a review of historical city directories at the Fort Collins Public Library be completed once these files are available in early July 2006. • Terracon recommends the waste materials including drums, containers, waste oil, trash, debris, pallets and other waste items at the subject site be disposed of off -site in accordance with federal, state, and local regulatory requirements. Printing Shop on Maple Street Project No. 20067719 June 28, 2006 Terracon compressor. He was unaware of spills or releases associated with the air compressor or other equipment located on the site. • On June 27, 2006, Terracon interviewed Mr. Jerry Hefner, the current owner of the printing shop and cutting/press shop located on the site. Mr. Hefner has reportedly been familiar with the site since approximately 1983, at which time he began leasing the property. Mr. Hefner reportedly purchased the property in approximately 1993. According to Mr. Hefner, the print shop was utilized as a vehicle and boat storage area from approximately 1963 to 1983 and was operated as a cabinet shop prior to 1963. In addition, Mr. Hefner stated that the cutting/press shop was utilized as a food wholesale distributor in the 1960s and as a restaurant from approximately 1983 to 1993. The building was reportedly empty from approximately 1993 to 1998, and was operated as a cutting/press shop from 1998 to present. • During the site reconnaissance at 320-324 West Maple Street (Printing Shop), Terracon observed one approximate 30-gallon drum containing ink. Ms. Thurman stated that the printing shop uses 1 to 5 pound cans of ink during printing operations and excess ink is placed upside-down on a metal grate and dispensed into the approximate 30 gallon drum. The waste material is reportedly disposed of periodically off -site by 'Safety Clean' for off -site disposal. In addition, Terracon observed numerous 1-gallon to 5-gallon containers of chemicals used in the printing process, which include developer, finisher, and various cleaning supplies. Reportedly, the chemicals are used in minimal amounts. Terracon observed little to no staining located in the vicinity of the 30-gallon drum and chemicals. Based on the minimal staining, concrete floor containment, and nature of operations at the site, the drum and various chemicals do not appear to constitute a REC at this time. In addition, Terracon observed five approximate 55-gallon drums. Terracon observed one 55-gallon drum in the northeast portion of the site. The drum appeared to be unlabeled, empty, and in poor condition. Two empty 55-gallon drums were observed west of the metal shed and within the fenced in area behind the printing shop. In addition, Terracon observed two 55-gallon drums located inside of the metal shed with associated concrete flooring. According to Kelly Clark, President of the printing shop, one drum contains press wash solution while the other contains an alcohol solution. The empty 55-gallon drums reportedly previously stored alcohol or press wash. Both chemicals are reportedly utilized during printing operations at the facility. Terracon did not observe staining in the vicinity of the 55- gallon drums. Based on no observed staining, documentation from Mr. Clark, and nature of operations at the site, the five 55-gallon drums do not appear to constitute a REC at this time. • During the site reconnaissance at 302 North Meldrum Street (Cutting/Press Shop), Terracon observed numerous containers, ranging from 32 ounces to 5 gallons, of chemicals used in Printing Shop on Maple Street Terracon Project No. 20067719 June 28, 2006 8.0 FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS This Phase I Environmental Site Assessment (ESA) of the above -referenced site was performed in accordance with our proposal dated June 7, 2006, and in general accordance with the consensus document known as ASTM E 1527-00, a guide for conducting ESAs. The site reconnaissance was performed on June 16th and June 19th, 2006, by Meg A. Schissler. The site is located at 320 to 324 West Maple Street and 302 North Meldrum Street in Fort Collins, Larimer County, Colorado. The site consists of an approximate one to two acre tract of land including a printing shop and a cutting/press shop. Terracon understands that the client plans on purchasing the property for residential development. A cursory summary of findings is provided below. It should be recognized that details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein. • On June 15, 2006, Terracon interviewed Ms. Dorothy Thurman. Ms. Thurman is the Production Manager for the print shop located at 320 to 324 Maple Street. Ms. Thurman has been familiar with the subject site since approximately 1986, when she began working at the site. Reportedly, the site has previously been utilized as a wood working shop from approximately 1932 to 1963 and a printing shop from approximately 1983 to present. According to Ms. Thurman, the site was vacant land prior to 1932. Ms. Thurman was unaware of any environmental inspections, environmental investigations, environmental site assessments or environmental violations on the subject site. Ms. Thurman stated that the printing shop uses 1 to 5 pound cans of ink during printing operations and excess ink is placed in a 30 gallon waste drum on -site. The waste material in the drum is periodically recycled by Safety-Kleen, a contractor, which transports the material off -site for disposal. In addition, the remaining chemicals which include developer, finisher, and various cleaning supplies are used in minimal amounts. Ms. Thurman reportedly did not recall spills or releases associated with the chemicals or ink stored on -site. • On June 19, 2006, Terracon interviewed Mr. Clarence Carlson, a Co -Owner of the Cutting/Press shop located on the site. Mr. Carlson has reportedly been familiar with the site since approximately 1988, at the purchase of the property. The building was reportedly utilized as a bar and restaurant prior to 1988. Mr. Miller was unaware of any environmental inspections, environmental investigations, environmental site assessments or environmental violations pertaining to the site. Mr. Carlson stated that a press wash solution is utilized when cleaning the press machines. The press wash solution is reportedly applied in small amounts and is non -hazardous and water-soluble. In addition, an air compressor is located in a former freezer area located in the north central area of the building.
