The basin for this analysis needs to include the area of the site flowing east and half of Straus Cabin Road and Big Dipper Drive along your frontage. In the historic conditions, 1.87 and 8.15 cfs are conveyed to the southeast corner in the 2- and 100-year storm events, respectively. In the developed conditions, 1.84 and 7.99 cfs are conveyed to the southeast corner in the 2- and 100-year storm events, respectively. Therefore, we are not increasing the flows to the swale along the west side of Straus Cabin Road. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 22 Created: 10/10/2007 [1/30/081 [10/10/07] WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: residential within Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. 97UFC 901.2.2.2 Comment noted. Proposed fire hydrants have been place at a maximum distance of 400 feet from any proposed building. Number: 24 Created: 10/10/2007 [1/30/08] As was discussed today at Staff Review, approved signage is required at the intersection of Big Dipper and the private drive, showing the addresses of the residences on Lots 2-6. Also, the address numerals are required to be mounted in the residences (as well as the sign on Big Dipper). Address numerals for both the structures and the signs are required to be at least 6 inches in height. Comment noted and will comply. [10/10/07] ADDRESSING: ADDRESS NUMERALS Address numerals shall be visible from the street fronting the property, and posted with a minimum of six-inch (6) numerals on a contrasting background. (Bronze numerals on brown brick are not acceptable). In addition to posting the numerals on the structures, if all lots are addressed off Big Dipper Drive, the addresses shall be posted in an acceptable manner on Big Dipper Drive, at each of the two driveways, showing which addresses are accessed off each driveway. Numerals must be at least six inches in height and visible at night (reflective and/or lit). 97UFC 901.4.4 Page 4 Number: 49 Created: 1 /28/2008 [1/28/08] Please label and call out the sidewalk chase drains proposed on Strauss Cabin Road. You may want to consult with Wes Lamarque in Stormwater as it is his opinion that these sidewalk chase drains are not desired or required. You may be able to remove them and allow drainage to flow over the sidewalk in heavy rain events. Per the discussion on January 30, it was felt that the chase drains would allow for better drainage. Number: 50 Created: 1 /28/2008 [1/28/08] With Willow Brook, there was a trail and enhanced mid -block crossing over Big Dipper near Northern Lights Drive that was designed with the approved plans. This project will need to construct that mid -block crossing so it must be shown on the plans. I am providing you with a copy of the crossing from the approved plans as well as the standard detail. Please show the crossing on your plans and provide the detail in your plan set. I am assuming that money was escrowed with the City for all of the off -site Big Dipper improvements and are reimbursable items but you should contact Matt Baker in Street Oversizing to determine how much was collected for this future construction. Please at least show the mid block crossing on your plans prior to a public hearing review. There may be additional street signage requirements for this mid -block crossing which will be determined at final compliance review. The mid -block ramps and crosswalk stripping has been added to the plans Number: 51 Created: 1 /28/2008 [1/28/08] Please provide an intersection detail per LCUASS 7-27 at final compliance for the intersection of Big Dipper and Strauss Cabin. Intersection details will be provided upon final compliance. Number: 52 Created: 1 /28/2008 [1 /28/08] Please provide an intersection detail per LCUASS 7-27 for the intersection of Big Dipper and Northern Lights to show how the crown transition occurs and to justify granting a variance for a centerline grade of less than 0.5 percent. Flowline grades must be maintained at 0.5 percent or more. Where the road has a sump for the inlets, a vertical curve must be provided to comply with LCUASS 7.4.1.B.4 (c). Intersection details will be provided upon final compliance. A crown transition has been designed and will be provided upon final compliance to avoid the need for a grading variance. Number: 43 Created: 1 /28/2008 [1/28/08] The proposed sewer connection on the north side of Lot 2 is outside the property boundary and will require an off -site easement. This easement may be dedicated by separate document as labeled on the plans, the on -site portion of that easement may be dedicated by the Plat ... it's your choice. The City will need a letter of intent to dedicate this easement from Sunrise Ridge 2nd Filing prior to scheduling a public hearing. If there is an existing utility easement that encompasses this proposed sewer connection, please show the easement on the plans and reference where it is recorded. The District requires all sanitary sewer easements to be recorded by separate document on the District's standard form. Number: 44 Created: 1 /28/2008 [1/28/08] Please clearly show and label the existing utility easement for the existing sewer main that runs from Sunrise Ridge through Willow Brook off -site. The utility easement has been clearly shown and labeled, the GPS department for the district will provide us with the reception number and we will add the number to our plans at final compliance. Please show, dimension and clearly label this on the plans. Can be concrete of asphalt, beyond that the driveway can be gravel. The access drive has been modified and dimensioned through call outs Number: 47 Created: 1 /28/2008 [1/28/08] There are a few areas on the grading plan where proposed grading appears to go off -site. You will need to either pull back the grading so that it ties into existing grades on - site or you will need to get temporary construction easements for off -site grading. Any off - site easements will require letters of intent prior to scheduling a hearing. The grading has been modified in all location except for within the off -site sanitary sewer easement. Grading within this easement is needed to provide adequate depth over the proposed sanitary sewer main. I am under the assumption this cannot be done because it will reduce the lot sizes below minimum allowable size. Therefore, the private drive will need to be a standard driveway access and the properties will need to be addressed off of Big Dipper Drive with an address kiosk at the driveway entrance for PFA. The private drive will remain unnamed and a mail kiosk will be placed at the end of the private drive. An application for the vacation and all application/review fees must be submitted prior to scheduling a public hearing.
