Dear Ron:
This letter will serve as the preliminary Hazardous Materials Impact Analysis for the proposed Custom
Blending facility. Custom Blending is a Local spice blending company that is proposing to build a new 31,000
sq. ft. facility in the Harmony Technology Park, with expansion over the next 10-20 years to 50,000 sq. ft.
Alter -Lingle Architects P.C. and the owners of Custom Blending have been working diligently with both
yourself and Russ Hovland, City of Fort Collins Building Department (CFCBD), over the past several weeks to
identify, classify and mitigate any potential hazardous materials issues related to the new facility.
Custom Blending has two primary product types: liquid spices, primarily bottling of vanilla extract; and dry
spices, including a wide variety of products such as bottled spice blends and dry grill rubs. Through this
process, the liquid storage area of the facility is the only area currently identified as needing to be classified
as an H-3, hazardous occupancy in accordance with the 2006 International Building Code (IBC) and the 2006
International Fire Code (IFC). This is based upon the quantity of liquid product, again primarily vanilla
extract (a Class 1C flammable liquid), stored in the facility prior to its being blended and packaged for
shipment. The extract is shipped to the facility in 275-gallon industrial totes, specifically engineered and
approved for over -the -road shipments of this type of material.
The liquid storage area is approximately 1,000 sq. ft. and will be contained within a 1-hour fire -rated
enclosure, with spill and secondary containment. The totes are approximately T-10" high and will be stored
not more than two (2) high, or approximately 8'-0". The level of product in production or packaging at any
time has been determined to be within the exempt amounts permitted by the referenced codes, and no
special safeguards will be required in the construction or operation of the new facility.
Likewise, the dry blending and packaging side of the plant will utilize an industrial -quality dust removal
system that will be designed to remove a sufficient amount of any airborne dust to maintain these areas as a
safe environment. In the discussions with PFA and CFCBD, these dry materials will be classified as "food
stuffs' similar to retail grocery, warehouse or liquor store uses, and therefore will not require special
construction requirements for either the bulk storage or finished, packaged warehouse functions of the
facility, other than sprinkler system designs for high bay and racked storage. Similarly, the dry blending and
packaging functions will not require classification as hazardous occupancies with the above -mentioned dust
removal system, including any special explosion control devices covered by the National Electrical Code
(NEC).
