A master association for the entire Harmony Technology Park campus will maintain public and shared open space areas. (iv) Estimate of Number of Employees for Commercial and Industrial Uses • Approximately 26 production/warehouse employees expected (v) Description of rationale behind assumptions and choices made by the applicant • This project will comply with applicable city standards (vi) Variances • There are no variances being requested at this time. (vii) How Conflicts Between Land Uses are Being Avoided • There are no wetlands or natural areas on the site. (viii) Neighborhood meeting • With the proposed land use and building size, the project is subject to Adminstrative Review so no neighborhood meeting is required. (i) Statement of appropriate City Plan Principals and Policies The proposed project is consistent with the City's Comprehensive Plan as per the following • Custom Blending is being developed as part of the Harmony Technology Park ODP. The project will comply with the city code and the requirements set forth in the ODP. The land use is a primary use in the Harmony Corridor zone district. Bicycle and pedestrian access as well as connectivity to the rest of the Harmony Technology Park sites will be important in the design. (ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and Natural Areas Open Space: • As part of a larger business park, open spaces are designed not based only on single sites but through the development as a whole. The Custom Blending site is being reviewed as part of a 5-lot subdivision plat with a large shared open space along the southeast edge that will also function as detention. Buffering: • Buffering is indicated to screen parking and service areas from adjacent properties. These properties are also anticipated to develop as similar manufacturing/office/manufacturing uses. Landscaping: • Appropriate landscaping will be installed at the building entrances, adjacent to parking areas and at building perimeters. Circulation: • The site will be accessed from a new road to the north, Precision Drive. The east access point serves an employee parking lot. The west access point serves a small customer parking area and also accommodates truck access to the service docks on the west side of the building. Future connection around the south end of the site is expected to be needed when building expansions occur. Accessible parking spaces are shown in both the customer and staff parking areas. Pedestrian access is provided from parking areas to building entrances, and directly to the adjacent Precision Drive sidewalks in multiple locations. Wetlands and Natural Areas: • There are no wetlands or natural areas on the site. (iii) Proposed ownership and maintenance of public and private open space areas. Statement of Planning Objectives Page 2 of 3 Statement of Plannina Ob Custom Blending The proposed project includes a light manufacturing facility on a 3 acre parcel in Harmony Technology Park. This project will be the second to occupy the Harmony Technology Park business park area after the Celestica/Intel project built several years ago. The site is presently unplatted. Lot 2 is part of a 5-lot subdivision plat being proposed. Since the Custom Blending site is the first to develop in this area, the plat helps to define the overlot grading, utilities and drainage patterns that will occur in the areas adjacent to the site. The site is directly south of Harmony Technology Park, Second Filing Final Plan. This Final Plan is for an office park that was approved in 2001 granted extended 15-year vesting by City Council. Architecture The proposed 31,775 sq. ft. Custom Blending Facility consists of an office, light manufacturing and warehouse usages. The 7,947 sq. ft, 2-story office portion of the facility is located on the north side of the building, facing Precision Drive. The program for the office area includes offices, conference rooms, a staff training room with locker room and restrooms, a test/demonstration kitchen, quality control and research and development labs, as well as utilitarian spaces such as electrical, telephone and mechanical rooms. The north elevation is based upon a story and a half horizontal brick plane that is interrupted by the 2 vertical stair elements both with their own extending plane elements. The remaining exterior elements consist of stucco with horizontal control joints and aluminum storefront windows. The 9,249 sq. ft. Liquid Blending and Extraction portion of the building is housed. in a precast concrete wall panel construction directly to the south of the office component. The precast concrete wall panels in this area are 24' high with punched clerestory windows high in the wall panels. The exterior of the precast panels have a textured Tex -Cote finish with a darker warm gray color at the base and top and a lighter warm gray body color, and includes vertical panel joint reveals at 10' intervals and horizontal reveals that align with elements of the adjacent office portion of the building. The 6,930 sq. ft. Dry Blending, Storage and Packaging portion of the building is at the southern end of the facility and has the same 24' height as the Liquid Blending/Extraction Area. The exterior of this will match the Liquid Blending and Extraction area, but include more clerestory windows and sunscreen elements to take advantage of natural day lighting on the south facade. The 7,649 sq. ft. Finished Warehouse part of the facility is the tallest at 37' feet and is located between the liquid and dry production areas. It will contain racks for pallet storage of finished products waiting to be shipped out. The exterior of this building form will match the Liquid Blending and Extraction area. The overall building massing is broken up by the four different programmatic functions of the building previously described giving clear distinction between them when viewed from the exterior. The building footprint also helps define these elements with the office area being set Statement of Planning Objectives Page 1 of 3
