Recommendation Item: The Planning and Zoning Board provides a
recommendation to City Council of the following items:
3. #4-08 FOSSIL CREEK RESERVOIR OPEN SPACE ANNEXATION AND
ZONING
This is a request to annex and zone 328.75 acres located on the
south side of Fossil Creek Reservoir and north of Carpenter Road
(Highway 392). The existing zoning is FA1 — Farming, C —
Commercial and AP - Airport in Larimer County. The property is
preserved as regional open space jointly owned by the City of Fort
Collins and Larimer County, and it features minimal development
including trails, parking, maintenance, and office facilities. The
proposed zoning for this annexation is POL — Public Open Lands.

4. #5-08 SHIELDS VINE ENCLAVE ANNEXATION AND ZONING
This is a request to annex and zone 4.84 acres located at the
northwest corner of North Shields Street and West Vine Drive. The
property at 1104 through West Vine Drive contains a commercial
business (Animal House Pets and Grooming), and storage/out
buildings. The property at 723 North Shields contains two single-
family houses with outbuildings and is used for agricultural
purposes. The Arthur Ditch runs along the north property line of
723 North Shields. This is an involuntary (enclave) annexation.
The properties are in the C - Commerical Zoning District in Larimer
County. The requested City zoning upon annexation is CL —
Limited Commercial District, consistent with the recommendations
from the adopted Northwest Subarea Plan which is an element of
the City's Comprehensive Plan.

5. #16-05A AIRPARK VILLAGE OVERALL DEVELOPMENT PLAN
This is a request for an Overall Development Plan for the former
Downtown Airpark in anticipation of redevelopment of the terminal
building, runways and taxiways. The O.D.P. contains 151 acres
and identifies a mix of land uses including employment, light

2. #34-07 ONE LIBRARY PARK PROJECT DEVELOPMENT PLAN
This is a request for a multi -family building located at 220 East
Olive Street. The existing structure would be razed. In its place
would be a new four-story building consisting of 14 dwelling units
with parking below grade. The fourth story would be stepped back
from the first three stories, except along a portion of the north
facade. Access to the underground parking would be from the alley
along the west property line.
The lot measures 90' x 140' for a total of 12,600 square feet. The
site is at the northwest corner of Olive Street and Mathews Street,
across from Library Park. The site is zoned N-C-B, Neighborhood
Conservation Buffer.
