This letter is to notify you that the City of Fort Collins has started the annexation
process for the properties located at 723 North Shields Street and 1104 through
1008 West Vine Drive. In accordance with Colorado Revised Statutes (CRS) 31-12-
106 Annexation of Enclaves, Partially Surrounded Land, and Municpally Owned
Land, when any unincorporated area is entirely contained within the boundaries of a
municipality for a period of not less than three years, the governing body may by
ordinance annex such territory to the municipality. This proposed annexation area is
an enclave that has been surrounded by the City of Fort Collins for more than three
years. Please refer to the enclosed vicinity map for a diagram of the proposed
annexation area.
It is the intent of the City of Fort Collins to process this annexation with the same
hearing process the City typically uses for annexations, regardless of the City's
ability to shorten that process as allowed by CRS 31-12-106. The annexation
process will include publication of notice, recommendation from the Planning and
Zoning Board, and City Council approval. It is anticipated that the annexation will
become effective mid -June 2008.
The proposed zoning upon annexation of this property is CL — Limited Commercial
District, based on the recommendations from the Northwest Subarea Plan that was
adopted in December 2006. More information about the Northwest Subarea can be
