Dear Resident:
The Planning and Zoning Board of the City of Fort Collins, Colorado, on Thursday, April 17,
2008, at 6:00 p.m. in the Council Chambers', City Hall West, 300 LaPorte Avenue, will hold a
public hearing on a proposed project in your neighborhood. The proposed project is referred to
as the Shields Vine Enclave Annexation and Zoning, #5-08.
The City of Fort Collins has initiated the annexation process for the properties located at 723
North Shields Street and 1104 through 1008 West Vine Drive. In accordance with Colorado
Revised Statutes (CRS) 31-12-106 Annexation of Enclaves, Partially Surrounded Land, and
Municpally Owned Land, when any unincorporated area is entirely contained within the
boundaries of a municipality for a period of not less than three years, the governing body may
by ordinance annex such territory to the municipality. This proposed annexation area is an
enclave that has been surrounded by the City of Fort Collins for more than three years. Please
refer to the enclosed vicinity map for a diagram of the proposed annexation area.
The annexation process will include a recommendation from the Planning and Zoning Board at
the April 17, 2008 meeting, and City Council public hearing. The proposed zoning upon
annexation of this property is CL - Limited Commercial District, based on the recommendations
from the Northwest Subarea Plan that was adopted in December 2006. It is anticipated that the
annexation will become effective in mid -June 2008.
Both the Planning and Zoning Board and the City Planning Staff consider your interest and input
in this matter, as well as your neighbor's input, an important part of the City's review of this
proposal. If you are unable to attend the public hearing, but would like to provide input, written
comments are welcome.
Also, please note that the Planning and Zoning Board will have the opportunity to ask questions
about the project at their work session on Friday, April 11, 2008, beginning at noon in
Conference Room A at 281 North College Avenue.
The list of affected property owners for this public meeting is derived from official records of the
Larimer County Assessor. Because of the lag time between occupancy and record keeping, or
because of rental situations, a few affected property owners may have been missed. Please
feel free to notify your neighbor of this pending meeting so all neighbors may have the
opportunity to attend.
