HomeMy WebLinkAboutSHIELDS AND VINE ENCLAVE - ANNEXATION & ZONING - 05-08 - SUBMITTAL DOCUMENTS - ROUND 1 - APPLICATIONAnnexation and Zoning Requirements The annexation map must show the boundary of the area proposed to be annexed including the following: a) Location of ownership tracts and platted lots. b) A written legal description of the boundaries of the area. c) A written legal description of the boundaries of each of the proposed zone districts within the area to be annexed. d) The contiguous boundary of the City of Fort Collins next to the boundary of the area proposed to be annexed. e) A vicinity map showing the proposed annexation and the surrounding area. f) All existing structures on the property proposed for annexation. g) All contiguous section line county road rights -of -way must be included within the annexation (ie. The boundary of the annexation shall not be located along the center line of a county road). h) The requirements of 'T' also apply to State and U.S. highways and if such highways are included in the annexation, the Colorado Department of Highways must sign the annexation Petition. i) Railroad rights -of -way that are contiguous with the property boundary to be annexed must be included within the annexation. The petition for annexation and zoning must be signed by persons comprising more than 50% of the landowners in the area and owning more than 50% of the area. Utilities - Water and Sewer 226-3104 No changes are proposed to the existing services. Zoning 221-6760 The properties in the enclave area will be placed in the City's CL —Limited Commercial Zone. The Limited Commercial Zone generally corresponds to existing commercial activities, where additional infill or redevelopment may be possible. Annexation Information Animal Control 226-3647 Larimer County Humane Society will continue to provide animal control services. Annexation Date The proposed annexation is estimated to be effective in mid -June 2008. Building Permits 221-6760 The City and County follow a similar building permit process with similar costs. You may obtain detailed information and a building permit at Neighborhood and Building Services, 281 North College Avenue. Information on building permits is available at h!!p:Hfcgov.com/nbs/. Fire Protection 9-1-1 for emergencies. Poudre Fire Authority will continue to handle fire protection issues and calls. PFA's non - emergency number is 221-6570. For inspections, fire prevention call 416-2890. Police Services 9-1-1 for emergencies and crimes in progress. The Fort Collins Police Department will provide law enforcement services to the property. To make non -emergency crime reports call 221-6540 Sales Tax 221-6780 If you currently collect state sales tax, you will need to obtain a City sales tax license and begin collecting City sales tax on the effective date of the annexation. Sign Code 221-6760 Permanent signs that do not meet the City sign code must be brought into compliance within seven years following the annexation. Portable and vehicle -mounted signs, banners, pennants, and signs with flashing, moving, blinking or other animation effects must be removed or made to conform within 60 days of the effective date of the annexation. Continued on Reverse • CRS 31-12-109 Hearing, If said area has been so surrounded for a period of not less than three years; except that notice of the proposed annexation ordinance shall be given by publication as provided by CRS 31.12.108, however for notices of annexation petitions and resolutions initiating annexation proceedings, no public hearing on the proposed annexation ordinance shall be required, and the first publication of notice shall be at least thirty days prior to the adoption of the ordinance. It is the intent of the City of Fort Collins to process this annexation with the same hearing process the City typically uses for annexations, regardless of the City's ability to shorten that process as allowed by CRS 31-12-106. The properties at 1104 and 1108 West Vine Drive contain an office building and storage warehouse. There are two single-family residences and an outbuilding on property at 723 North Shields Street. A portion of the Fort Collins Irrigation Ditch crosses the 723 North Shields Street property. The proposed zoning for this annexation is CL — Limited Commercial District, which is consistent with the recommendations from the adopted Northwest Subarea Plan. The properties will be placed in the Residential Neighborhood Sign District. This is an involuntary annexation. The area to be annexed is the entirety of an enclave that has been surrounded by the City of Fort Collins for more than three years, therefore no annexation petition is required for this annexation.
