Comment from Current Planning:
1. 1 have enclosed a photo of the billboard located on the property to the east.
This billboard will have to be removed in order for the sidewalk to be
constructed. Please contact the owner of the property to begin the
arrangements for this removal. The owners are Mr. and Mrs. Joe and Ingrid
Simpson, P.O. Box 412, Fort Collins, CO. 80522. Their phone numbers are
970-484-5880 and 970-988-3635. For your information, this billboard cannot be
moved and preserved, it must be completely removed. If Mr. or Mrs. Simpson
has any questions regarding the legal status of the billboard, they are
encouraged to contact Mr. Peter Barnes, Zoning Administrator, 970-221-6750.
2. With regard to lighting and the proposed backside shield, the response letter
indicates that the proposed light fixtures have an internal house -side shield.
We have not yet found one these internal shields that is nearly as effective as
an external drop -down shield. Based on past experience with houses next to
office parks, and several night inspections, our experience is that the
effectiveness of the internal shield is vastly over -estimated by the lighting
manufacturer. Rather than rely on questionable specifications and risk a
neighborhood compatibility issue, the easterly parking lot light fixture must be
specified with an external, drop -down house side shield. It will not be
necessary to adjust the point -by -point Illuminance values as experience has
shown that the external shield will significantly reduce foot-candles behind the
fixture.
3. Please indicate the distance between the remaining open concrete drainage
ditch along Harmony Road and the detached sidewalk. We are assuming that a
railing is not needed but given the special mobility needs of the residents,
adding a railing should be explored and installed, if necessary.
4. Now that we are almost at the recording of final mylars stage, it is no longer
necessary to show so much existing conditions information on the site plan.
While this information is very helpful during plan review, the plan set will be
easier to read after reproductions if the under -lying ghosted layers are removed.
On the site plan only, please remove existing tree symbols, contour lines and
spot elevations,

[6/7/07] There are potentially serious problems with installing off -site electric
facilities to make power available to this site. These include obtaining an off -site
easement from an uncooperative owner, or installing a bore across Harmony Rd
am currently (6-07-07) working with the owner & developer's representatives to
resolve this issue.

[3/15/07] The outfall for the detention pond is not entirely on site. An offsite
drainage easement is required for the outfall from the property line to the normal
water service elevation of Mail Creek. Coordination needs to take place between
the offsite property owner, Stormwater department, and the Environmental Planner
regarding erosion protection and wildlife buffer concerns.

[6/22/07] If a grass lined swale is the preferred option, a 3 foot drainage pan would
be required at the bottom of the swale due to the lack of longitudinal slope.
[5/3/07] The concrete drainage ditch that is to remain on site needs to be in good
condition. The property owner will need to replace any sections that are cracked
and/or heaving. Another option is to extend the pipe all the way to the east property
line.

the reservoir. The outlet will also need to be armored at the bank with riprap.

preserved. Please provide proposed grading that closely matches the existing
contours. This is to convey the pond spillway flows and more importantly to
preserve the natural slope in this buffer area.
