Response to Postal Service comment
The mailbox units will be located within the building's entry lobby. The mailboxes will
be USPS compliant and accessible to residents having physical disabilities. A postal
key lock box within the entry vestibule will provide access to the mailboxes by postal
employees.

Responses to Current Planning Comments: Ted Shepard
1. The quantity and type of landscape materials have been selected to satisfy city
requirements and to address concerns of neighbors regarding vehicular headlight
glare and site lines (see response to comment Number 38).

the driveway (see response to comment Number 38)

4. A separate access easement for the property to the west has been designated in

Number 36: The detention pond has been reconfigured to stay outside the drip edge of
the trees to the east of the property.
Number 37: Erosion control matting can be found on the Civil Drawings.
Number 38: The shrubs shown on the plan will remain as a way to screen headlight
glare from vehicles in the driveway. In addition to the shrubs, spruce trees
have been added to further screen the driveway. We acknowledge that
neighbors have requested the Developer provide a more significant barrier
to people wishing to gain access to land controlled by the Homeowner's
Association. However, these plantings are not meant to prevent people
from accessing the open space on the south portion of the subject property.
Instead, they are provided as a visual deterrent to access. We believe that
denying access would be contrary to Section 3.4.1 of the Fort Collins Land
Use Code. In any case, the low impact of the proposed development,
coupled with the fact that residents must cope with physical disabilities,
means that few (if any) are likely to access this part of the site.
Number 39: See the attached drawing that shows a section through the site looking
north. The building is more than 319'-0" at its closets point to the Mill
Creek Top of Embankment and more than 219'-0" from the line
establishing the buffer zone. The type and size of the building proposed for
the site conforms to the city's standards and regulations, and visual
enhancements to the exterior help scale the building. Please see response
number 28, number 38, and number 40 regarding parking, site lighting,
screening and site lighting.
Number 40: The location and type of site lighting for the project has been carefully
chosen to meet the City's requirements of safe circulation and protection of
people and property. It has also been chosen to minimize spillage on to
neighboring properties (specifically to the east) and natural areas. We
believe these requirements have been met. See drawing ES-1 for
calculated foot candle values based on the specific fixture and mounting
height.
Number 41; No work will be performed within the 100' buffer from the Mail Creek
embankment. This area will remain undisturbed.

Number 28: The developer has constructed nearly 120 similar housing projects
across the country. Their experience shows that due to the nature of the
occupants and their disabilities, parking needs for supportive housing
developments do not exceed a ratio of 1 space per dwelling unit. The
building has 23 dwelling units. Typically, only about 40 percent of the
occupants will hold a driver's license, and even fewer will own a vehicle.
The vast majority of the residents will avail themselves of alternative public
and private modes of transportation.
Number 29: Building dimensions and its distance to property lines are shown on
drawing C.120
Number 30: A note regarding the issuance of a CO/CTO has been added to General
Landscape Notes (drawing L001).

Number 16: The right-of-way at the driveway approach has been reconfigured to
eliminate the 12' jog (see Civil plans)
Number 17: The driveway approach has been revised to show concrete within the
entire right-of-way (see drawings C1.40 and C3.30)
Number 18: Property owners have been indicated (see drawing C1.20)
Number 19: The sawcut edge is indicated with a straight line. The existing bike lane
striping is shown. A note indicating that the limits of street repair are
approximate has been added (see drawings C1.40 and C1.41)
Number 20: The asphalt details are for the driveway located within the site.
Number 21: The civil engineer is currently working with city staff to resolve this issue.
Number 22: Letters of Intent have been prepared and signatures are being obtained
for the requisite easements.
Number 23: The 15' easement behind the Harmony Road ROW has been designated as
an access and utility easement.
Number 24: It was explained by the City Forrester that he would be conducting a site
visit.
Number 25: The median along Harmony Road is indicated (see drawing C2.00)
Number 26: We understand that administrative approval is needed for the right turn
lane length no meeting current criteria. Applicant is not anticipating a
separate application for this variance.

city's widening of Harmony Road

Number 6: The building will be sprinklered to NFPA 13 standards and will be subject
to inspection at the time of installation. It will be a design/build system and
a deferred document submittal will be made that includes hydraulic
calculations. The system will be supplied by a 4 inch fire -service line.
Number 7: A monitored fire alarm system will be provided.
Number 8: Poudre Fire Authority has previously reviewed the location and layout of
fire hydrants, water service, and the fire access lane through the site. After
further discussion with Carrie Dann, it was determined that based on prior
discussions, a wall mounted fire department connection is acceptable
where indicated near the main entrance of the building, fully visible from
the fire access lane (see drawings A001 and C3.10).
Number 9: A fire department key lock box will be located on the exterior of the
building near the main entrance (see keynote 37, drawing A001).
Number 10: Address numerals will be located on the north side of the building facing
Harmony Road (see keynote 19; drawing A501).
Number 11: Poudre Fire Authority has previously reviewed the location and layout of
fire hydrants, water service, and the fire access lane through the site. A 30'
wide, all-weather, asphalt fire lane has been provided from the street and
throughout the site. It is marked with signage along the driveway reading
"Fire Lane, No Parking".

We have received Project Development Review Comments dated March 21, 2007. Following
is our itemized response to your comments:
Light and Power: Doug Martine
Number 1: An off -site easement for electrical service from College Avenue will be
submitted for review and recorded upon approval as part of the project.
Survey work is currently being conducted for preparation of the easement
map. Light and Power will provide the easement language.
Number 2: The electrical transformer has been relocated from its location in the NE
corner of the site to a location that is within 10' of an all -weather -asphalt
driveway within the site. The transformer will be easily accessible by utility
vehicles (See drawing A001).

Number 4: The building will be fully sprinklered
Number 5: The hydrant is designed to discharge 1.000 gpm at 20 psi residual
