To that end, Larry Stroud has asked me to review your comments concerning the proposed housing development on Harmony Road. The attached memorandum addresses our current thought and design intent for each of the 7 points we were copied on. look forward to seeing you at the neighborhood meeting on the 20th, where we will be accompanied by Tim Mowbray representing the developer, Accessible Space, Inc. ' There need to be a mature landscaping (Large trees and bushes) plan as this will be a three story building with considerable disruption to the neighborhood. There needs to be a sidewalk / landscaping plan for the Harmony entrance that will be in line with the City's Harmony master plan ' Part of this sidewalk / landscaping plan need to create complete access to and from the property for walking residents to the JFK/ Hogan & Harmony intersection This will include the Dental and Fire department properties to the east. There needs to be an traffic entrance and exit plan The FE bridal path easement needs to be addressed. ' The parking lot looks larger than will be needed for a property where —40% of the residents do not drive One factor I would like to better understand is the how the 80 set back, (where it would start) the egress lanes and the bridal path, landscaping and sidewalk will impact on the building location that forced the building south and the no build zone that that forces the building to the north. Landscaping Plan including fencing plan 2. Utility Plan 3. Lighting plan 4. Storm water Plan 5. Connectivity plan to the JFK/ Hogan & Harmony intersection 6. Traffic Plans /Studies And any sound studies that have been done This looks like just words and no real plans, we also sent them these Issues which were not addressed in the response as well. Here are some Issues I know will have to be addressed that are part of the information that required above: ' Containing the Fort Collins Supportive Housing residents, visitors, guests to their property so there will not be trespassing on FE property. Fort Collins Supportive Housing residents will not be members of the FEPOA (HOA) Concern about the slopping to the back/south part of the lot to FE upper pond. (Safety, Access, Runoff). ' Concern about the lighting of the lot that will change the nature of the area. Concern about car traffic, sounds ,lights will be impacting the neighborhood (The above items can be greatly improved/ helped/ controlled with a complete fence (5-6 foot ) around the Fort Collins Supportive Housing property and with low level and low elimination lighting. There needs to be storm water retention/ control plan as the
