Fairway Estates, my concern is the significant impacts that
this development will have on my property:
• views of the mountains, Horsetooth Rock
• density of the project
• building height in the project
• noise generated by the project
• lighting in the project

25. Question: (Resident) What about the recorded bridal path, shown on
the ALTA Survey, that goes along the south side of East
Harmony Road?
Answer: (Applicant) We will protect that bridal path easement.
26. Question: (Resident) Will pets be allowed in this building?
Answer: (Applicant) To some degree, on a limited basis, yes.
27. Comment: (Resident) About the bridal path easement, we are concerned
about potential improvements in this area and we assume
that the City of Fort Collins should be concerned, as well.
There are potential legal concerns here.

development to see what effects the site lighting will have on
the neighbors.

17. Comment: (Resident) Please talk about your water runoff into Mail
Creek.
Response: (Applicant) The City of Fort Collins requires water quantity
detention for the 100-year storm on -site, to be released at an
acceptable historic rate. Also, there has.to be water quality
detention provided on -site before storm water enters Mail
Creek.
18. Question: (Resident) What effects will chemicals and pesticides in the
storm water runoff have on Mail Creek?
Answer: (Applicant) That is what the on -site water quality detention
is for.
19. Question: (Resident) This development being considered a residential
use, does the City of Fort Collins have any criteria or
requirements for noise studies, being next to Harmony
Road?
Answer: (City Planner) The Land Use Code does specify building
setback requirements but there is no specific requirement for
a noise study.
20. Question: (Resident) Is an acceleration lane needed for this
development?
Response: (Applicant) The required traffic study will determine that. So
far, the City has not been able to answer that question.
21. Question: (Resident) How about a pedestrian connection from this
development to Fairway Estates and their trail system? We
are concerned about access and liability to our neighborhood
and trail system.
Answer: (Applicant) That is not being specifically addressed at this
time.
22. Comment: (Resident) We have concern about the parking lot in this
development being next to Fairway Estates open space.
There needs to be some form of deterrent between
developments.

10. Question: (Resident) How will non -driving residents get to the grocery
store, etc.?
Answer: (Applicant) Family, public transit, taxis, busses, etc. will
provide transportation.
11. Question: (Resident) What other sites in Fort Collins have been
considered for this project?
Answer: (Applicant) Six other sites have been looked at.
12. Question: (Resident) Why choose a site across a major arterial street
from a shopping center? There is an available site north of
King Soopers on JFK Parkway.
Answer: That site is cost prohibitive from a purchase price
standpoint.
13. Question: (Resident) What surveys are done, both with your own
residents and residents in surrounding areas, to determine if
this community and site are appropriate?

14. Question: (Resident) How do you go about cutting back on the site
design amenities if you go over the budget? We are
concerned about how an approved plan could possibly be
diluted.
Answer: (Applicant) That's an integral part of our design development
process.
15. Question: (Resident) If the City of Fort Collins is such a strong partner
in this project how could that prejudice their evaluation of
the project asthat relates to neighboring residents concerns?

16. Question: (Resident) There is a sensitive wetland area to the south of
this proposed project. How will this development protect that
area?
Answer: (Applicant) The City of Fort Collins requires a minimum 100'
buffer to Mail Creek from construction within the project.

3. Comment: (Resident) This is actually one of the most difficult sites to
access, especially for disable people. Crossing Harmony Road
to get to the shopping center is very, very difficult.

4. Question: (Resident) HUD funding is restrictive. Can your design
respond to their requirements and the local City constraints
and restrictions?
Answer: (Applicant) That is yet to be determined.
5. Question: (Resident) Is the City of Fort Collins financially involved in
this project?
Answer: (Applicant) Yes, through Community Development Block
Grant (CDBG) funding, which must be qualified for.
6. Comment: (Resident) It seems there may be a bias in favor of this
project because of the amount of government money
involved.
7. Question: (Resident) What is the cost per square foot for the
construction of this building?
Answer: (Applicant) The cost will be about $100 - $125 per square
foot for construction.
8. Question: (Resident) What will the rents be in this facility?
Answer: (Applicant) The rents will be somewhat subsidized at
approximately $350/month.
9. Question: (Resident) Talk about accessibility to this site. How can
residents get to the surrounding areas and services? How do
your non -driving residents move about?
Answer: (Applicant) Obviously, adequate sidewalks must be
constructed.

Current Planning
As proposed, this is a request to develop the Glass/Keenan-owned property,
located on the south side of East Harmony Road between South College Avenue
and Hogan Drive, into an apartment building. The apartment building would be
three stories in height and contain 23 dwelling units. Each unit would be
barrier -free for persons with physical disabilities.

1. Question: (Resident) Can extended family members live in the dwelling
unit with the handicapped person?
Answer: (Applicant) These will be all 1-bedroom units. Typically a
married couple could live together. There will probably be a
maximum of 25 - 26 occupants in the building.
2. Question: (Resident) How much emphasis was placed on this location
relative to services? Did you look at the demographics of
Harmony Road?
Answer: (Applicant) No, we actually looked at the demographics of the
City of Fort Collins as a whole.
