A full TIS will be prepared/submitted for the Waterfield, Phase 1 Project Development Plan (PDP) in August 2013. The full TIS will cover both the short range and long range transportation conditions. The content of this memorandum was discussed with Ward Stanford, Fort Collins Traffic Operations Engineer. Waterfield is located in the northwest quadrant of the Vine/Timberline intersection. The Waterfield ODP is provided in Figure 1. Figure 2 shows the Waterfield, Phase 1 plan. The ODP consists of residential, neighborhood center, school, and park uses. Waterfield, Phase 1 will have residential land uses. Table 1 shows the calculated daily and peak hour trip generation for the ODP. Figure 3 shows the street network in the vicinity of Waterfield. The key streets are: Timberline Road, Vine Drive (existing), and Merganser Drive. The Fort Collins Master Street Plan indicates that Vine Drive will be relocated to the north of the existing Vine Drive. For this exercise, the new alignment is referred to as New Vine Drive. The short range analysis will include the following intersections: Existing Vine/Timberline, Existing Vinelfwo Site Accesses, Timberline/New Vine, and Timberline/Site Access. In addition, the Existing Vine/Lemay intersection will be analyzed with regard to the ongoing adequate public facilities issues at this intersection. The long range analysis will include the following intersections: New Vine/Timberline, Existing Vine/Timberline, New Vine/Site Accesses, Timberline/Site Access, New Vine/Turnberry, Turnberry/Conifer, Conifer/Site Access, and New Vine/Lemay. The trip distribution of the site generated traffic is also shown in Figure 3. This was discussed as element of the scoping of the transportation impact study. The full TIS will address, in detail, the transportation elements of the Waterfield PDP and ODP. 326
