chirp") on the intersection. These signals would be programmed to hold
traffic longer ( enough time for disabled citizens to Cross) but would
go to current timing when not pressed.
I hope that you take these observations and suggestions in the matter
in which they are intended and the concern of the disabled residents
that will be a part of the neighborhood

There are many Fairway Estate residents that are concerned with the
lack of access that the ASI residents will have to the retail stores
traveling/ walking on Harmony and crossing at the Harmony and JFK/
Hogan intersection.
These concerns are born out of the facts that have been presented
regarding the project meetings:
* 70 % of the residents will be wheel chair bound
* There will not be food service provided on the property as
these will be self sustaining apartments
* The majority of these residents will not be driving (the
parking lot has been scaled back reflecting this fact)
* The ASI owner stated in the neighborhood meeting that "their
concern is not the accessibility of the neighboring retail shops
services but the approximation of the shopping"
These concerns include, but are not limited to:
Traveling East and West bound on the south side of
Harmony to and from the ASI facility to the Harmony and JFK/ Hogan
intersection using the proposed sidewalk
1. The approximate 3'x4' open irrigation cement culvert that
will parallel the proposed sidewalk is dangerous and could cause a
hazard to wheel chair bound and disabled residents.
2. The city does a good job of stopping Bike lanes with barricades
when they stop and should be concern about the disabled traffic along
the side of a culvert of this size
3. Maintenance of that proposed East -westbound sidewalk from ASI
to Harmony and JFK
a. During the winter, with a snow storm
b. The Comfort / Alpine Dental Property will have responsibility
to keep the side walk clear, but is it unlikely that they will as it is
undeveloped at this time or in the near future.
C. The PFA and the St. Peter Church does not keep the side walk
clean in snow conditions on the total corner
The pedestrian cross walk signal on Harmony and JFK /
Hogan
1. Is set at 20 seconds: crossing Harmony ( that is a rush for able
residents to cross)
2. Is set at 12 seconds: crossing JFK
3. No cross walk signal on Hogan crossing
4. Right Turning cars will not stop for the cross walkers, even
with able and taller residents, let a alone seeing a lower wheel chair
resident.
Proposed/ Suggested Solutions:
* Cover the Open Culvert from Hogan to the ASI facility. (Secure
hand rails will cause hazards to car and bike traffic)
* Have the reasonability of ASI to keep the side walk clean for
its residences to Hogan ( possible charge back to Comfort Dental and
PFA)
* Alert/ remind the PFA, St. Peters, Home Depot and the Harmony
center to their responsibility to keep the corner for their corner s of
the intersection
* Install countdown cross walk signs (with the audible "bird

The traffic signals on Harmony Road, including JFK, have pedestrians timings set at 4 seconds of walk,
then the clearance, plus the yellow and all red phases. On Harmony Road, the clearance intervals are set
at 5 ft/second. We are allowed to set the timing anywhere for 4ft/sec to 7 ft/sec. Our standard is generally
4 ft/sec. However, on Harmony, in order to maintain progression it set at 5 ft/sec. IF, there are more
pedestrians at JFK/Harmony, we will be delighted to increase the ped timing. If there are disabled folks
crossing, we will increase the times even further.
On another note, the countdown heads are not programmable and won't hold up traffic further. They just
merely display the ped timing set in the controller. I don't have a problem with putting up the countdown
timers, however, the chirpers are used for blind folks.

I think his ideas for improving the crossing at Harmony/JFK are good - add the countdown heads &
chirpers and increase the crossing time - what do you both think?
Not sure if we can have this development cover the ditch - has the ditch company been asked about this?
would the development be willing to do it if the ditch company said it was ok?
The snow removal item is the responsibility of the adjacent property owners anyway.
Just my two cents worth.

Hello Kathleen, Ted and Cameron,
In a sincere effort to:
* Not blindside you (as I will be bringing up these points at the
P&Z meeting on May 17th)
* Be a concerned city neighbor who knows the Harmony and JFK/
Hogan intersection ( I walk to Home Depot, Kinko and Starbucks etc in
the Harmony Center)
* Be a concerned person for the safety of the assisted living
residents, that will be a part of the soon to be approved Fort Collins
Supported housing (ASI project)
* Not trying to roadblock the ASI property development. We in
Fairway Estates try and work with People rather than against them...
* To make the project better for its residents (not so much
Fairway Estates residents)
