HomeMy WebLinkAboutHARMONY TECHNOLOGY PARK, 4TH FILING - PDP/FDP - 07-08/A - CORRESPONDENCE - (5)Comments from Current Planning
The private drive that serves the site needs to have a sidewalk on both sides. Section
3.2.2(C)(5)(a): "Drive aisles leading to main entrances shall have walkways on both
sides of the drive aisle." Let's discuss the length of this walkway.
2. Please indicate the 80-foot buffer along Harmony Road.
3. 1 prefer that the Site Plan use a heavy line for the property boundary. And, please
delete all contour lines and utility layers, including the private storm sewers.
4. Please see redlines for miscellaneous comments regarding labeling and dimensions.
5. The Landscape Plan and Lighting Plan do not appear to be coordinated. There are an
excessive number of parking lot light fixtures located in landscape islands. When trees
start to reach eight to ten years growth, there will be foliage that blocks the fixtures
resulting in less light reaching the ground. This is an inefficient use of energy. Please
relocate the light fixtures to minimize this conflict.
6. On the Lighting Plan, please tie the Schedule to the Specifications. Please indicate
lumens, wattage and quantity. Be sure to indicate that the Light Loss Factor is 1.00.
Fixture and pole colors should be specified to bronze or black. White poles will not be
allowed.
7. On the architectural elevations, Staff is concerned that there is an inconsistency in the
labeling of the roof top mechanical screens. All screens should be "architectural brick
veneer panels" to match the material used on the face of the building. Metal panels will
look out of character for this building in such a prominent location.
Be sure and return all of your redlined plans when you re -submit. If you have any questions
regarding these issues or any other issues related to this project, please feel free to call me
at (970) 221-6750.

Topic: Easement
Number: 7 Created: 4/29/2008
[4/29/08] Since the pipe outfall for Pond 101 will be outside of the platted property a
drainage easement by separate document will be needed for that line unless it is within a
previously dedicated right of way.
Topic: Overall Drainage Plan
Number: 6 Created: 4/29/2008
[4/29/08] Please provide an explanation in the overall master plan whether ponds 600 and
301 are hydraulically connected. If they are an EXTRAN model would be needed.
Discuss in the report what development assumptions are made in the model, most notably
that the site will develop at an 80 percent impervious rate.
Topic: Pond Design
Number: 8 Created: 4/29/2008
[4/29/08) Please specify the slope at the bottom of Pond 101. If less than 2%, then trickle
pans may be needed. If it is preferable to have a wetland bottom pond then a landscape
plantings, soil preparation, hydrology and design that would sustain a wetlands bottom pond
should be provided. We would be happy to sit down with the engineer, the landscape
architect and discuss such a design. The City's Natural Resources Department should also
be involved.
The rip rap rundown for detention pond 101 may present a maintenance problem. Some
erosion control fabric to overlay the topsoil or a turf reinforcing mat is recommended.

[5/2/08]
Please clearly identify what storm sewers are private versus public by labeling them on the
storm line plan and profile.
Please show location of proposed vehicle tracking pad.
Please provide erosion protection (erosion control fabric) for the flows entering the pond from
the proposed temporary swale.

[4/29/08] Move the 8-inch water main which is shown north of the building to a location in
drive/parking (i.e. paved) areas. This could extend from Harmony Tech Parkway or from the
east/west street (Timberwood Drive?) to the south. It would be helpful to see a proposed
layout for the building to the east to see how the water main routing fits together. The fire
line may still connect to Harmony Tech Parkway paralleling the domestic service. Adjust
easements as needed.
Number: 9 Created: 4/29/2008
[4/29/08] Use joint deflection on the lowering where the water main crosses Storm Sewer E.
Number: 10 Created: 4/29/2008
[4/29/08] Will there be any irrigation taps needed for this project?
Number: 12 Created: 4/30/2008
[4/30/08] See redlined plans for other comments.
Topic:. Plat
Number: 20 Created: 5/2/2008
[5/2/08] Please remove "pedestrian" from the easement dedication on the plat such that it is
only an "access easement".
Number: 22 Created: 5/2/2008
[5/2/08] Technical Services has the following comments:
1. Boundary and legal close.
2. Minor line over text issues on site plan and plat.
3. Harmony Road is no longer a state highway.
4. Who owns and maintains Tract A?
Topic: Utility plan

[5/2/08] The storm sewer "G" shown on C-201 only shows existing ground on Technology
Parkway. The information provided on C-276 shows that the proposed grade would be lower
than existing. I'm concerned that there may be cover concerns with the pipe based on future
grade.

[5/2/08] Please provide intersection detail information for Harmony Road and Technology
Parkway as evidence that the project ties in.
Number: 17 Created: 5/2/2008
[5/2/08] The amount of drainage from the private drive out to Timberwood Drive appears to
be in excess of the allowed 750 sq. ft.
Number: 18 Created: 5/2/2008
[5/2/08] Please provide more information on the horizontal curve and line data aspects of
Timberwood Drive east of the site.
Number: 19 Created: 5/2/2008
[5/2/08] The plans imply that truncated domes for access ramps are proposed along
Harmony Road but not along the crossings on Technology Parkway and Timberwood Drive.
Please have the drawings reflect the appearance of the truncated domes rather than the
scoring to alleviate any potential confusion.

Topic: landscape plan
Number: 1 Created: 4/8/2008
[4/8/08] A landscape plan showing planned streetlights has been sent to BHA design on 4-8-
08. Landscaping will need to be adjusted to provide 40 ft. clearance between each
streetlight and shade tree (15 ft. if the tree is an ornamental type).
Topic: Utility plan
Number: 2 Created: 4/8/2008
[4/8/08] The developer will need to provide Light & Power Engineering with a completed
Commercial Service (C-1) form and a one -line diagram outlining the electric needs of the
building. A location for a transformer and the electric development charges will also need to
be coordinated with Light & Power Engineering (221-6700).

Topic: General
Number: 3 Created: 4/8/2008
[4/8/08] In order to promote compliance with Sections 12-120, 12-121 and 12-122 of the City
Code related to Resource Conservation, a note must be placed on the Project Development
Plan (PDP) site plan and the Plat alerting future Property Owners Associations of private
property owner rights to use resource saving devices or techniques under certain conditions.
Said note shall read:
Private Conditions, Covenants, and Restrictions (CC&R's), or any other private restrictive
covenant imposed on landowners within the development , may not be created or enforced
which has the effect of prohibiting or limiting the installation of xeriscape landscaping,
solar/photo-voltaic collectors (if mounted flush upon any established roof line), clothes lines
(if located in back yards), odor -controlled compost bins, or which has the effect of requiring
that a portion of any individual lot be planted in turf grass.

[5/2/08] The portion of Timberwood Drive not being built at this time fronting the
development and Pond 101 would need to be obligated for at this time. The details of this
will need to be worked out. I do need to verify with the City Engineer that not having this
roadway built at this time is acceptable, as we've re-evaluated the concept of postponing
construction of roads after some issues on other projects that have taken place.

[5/2/08] The developer's portion of Technology Parkway fronting Pond 101 would need to be
obligated for at this time. Like Timberwood Drive, the details on this need to be worked out
and verified.

[5/2/08] After further discussion on two items brought up at staff review, the potential use of
catch curb for the Tech Parkway median and the potential need for double left turns, are both
not being pursued with the project. Please disregard the previous discussions.
