If so, please elaborate as to the justification for this neighborhood connection to be removed. If not, please retain and describe the extent of this improvement and what it ties into. Response: The current plan is to build the connection as shown. It was our understanding that the City was the driver behind keeping this connection to Bar Harbor Drive, even though the future school did not need it. Final design plan and profiles for centerline and flowlines will need to be provided. The plans for the 2nd filing was only a future preliminary design that was shown. Per our Master Street Plan this road should be designed as a 2-lane arterial. Special attention should be paid to how this sidewalk for this portion will tie to the existing sidewalk just west of this frontage. Response: Plan and profiles have been provided. 4. n Comment Number! 3, Comment Originated: 07/23/2013 07/23/2013: With o encing, what are the opportunities to buffer the back yards being only 20 feet away from a collector roadway that, according to the Master Street Plan, will extend for about 1.5 miles? And that within these 20 feet is a drainage swale? Given the fact that Lots 63 through 75 are essentially double -frontage lots, has any consideration been given to providing some additional buffering to mitigate traffic noise, headlight glare and public roadway lighting? Will rear yard landscaping be the responsibility of each individual homeowner? Or will common landscaping be installed to establish some plant maturity prior to construction of Bar Harbor Drive? Lots 67 and 68 look particularly vulnerable due to the proximity of the future Bar Harbor / Chesapeake intersection. Staff recommends that in addition to the call out for an eight -foot wide utility and drainage S easement, additional width be dedicated for a buffer from future Bar Harbor Drive and that the t sleo`off extent of the buffer be shown on the Landscape Plan. r Jr r PC r" vej ? f ' >E7 0 Response: A letter from the school districtwill be provided stating their desire to not have any landscape improvements on the edge of their property that abuts the Storybook subdivision. Rear yard landscape Al improvements shall be the responsibility of the homeowner, however, as displayed on the Typical Lot (55' Lot), the rear yard will have ample room to provide landscape screening on the homeowners property. This project comes with intense water issues as appropriate water shares had not been dedicated to the C VHF various common areas, or the offsite park. Priorities have been taken to provide turf in the tree lawns, -V JN provide as much turf in the park as possible, and to make sure there is enough accent planting in the park tj and entry drive to beautify the project. This amount of landscape comes with a significant price tag as we pf 0 are having to buy water shares from other entities. Sit` THE CoJT III 1 f N 4 r I! ('rw-'e .% o r Providing planting along the eastern edge of the property adds to this hardship. Additional planting would \ need to be offset by the reduction of plantings in other areas of the project so that the budget for water purchases can still be met. --yE P n A, K 1 s )e d R, 4 c L A"'o v ,re .n 0 Comment Number: 4 Comment Originated: 07/23/2013 d r 1 ' 07/23/2013: On both the Plat and Site Plan, please enhance the vicinity maps so that the name and full alignment per the Master Street Plan for future Bar Harbor Drive is clearly labeled and depicted. Comment Number: 5 Comment Originated: 07/23/2013 07/23/2013: As you are aware, Section 3.5.2(F) requires that garages be recessed behind the front building line and that garage doors not exceed 50% of the ground floor building line. These requirements must be factored in with the specifications on the site plan referring to building setbacks and the tree separation requirements from water and sewer lines. For example, please specify who owns the "20' offsite drainage easement?" Also, please label the future public collector street, 76-feet of right-of-way as the future extension of Bar Harbor Drive per the City's Master Street Plan. Please correct the plat designation so it states "Poudre School District" as there is no longer an"R-1." And, please state that this area is intended for future development for public schools. Response: Adjacent property ownership information has been added. Comment Number: 2 Comment Originated: 07/23/2013 07/23/2013: Staff is concerned about the treatment of the eastern edge of the project along the rear property lines of Lots 63-76. Contained within these lots is the easterly eight feet easement for utilities and drainage. Then, behind these property lines will be a 20-foot wide drainage easement followed by a public minor collector street on 76 feet of right-of-way. Since the rear eight feet of these lots are encumbered by a drainage easement, this will require that any rear yard fencing be open so as to allow water to pass. Please provide a specification for this open fence including the type and gauge of wire for those seeking a dog enclosure. Response: Open fence detail has been provided on Sheet 2 of the Site/Landscape Plan.
