service criteria. However, in the afternoon peak hour, it does not meet the level of
service criteria. Therefore, under the base condition, there is an APF issue at this
intersection.
Figure 10 shows the Storybook, 2"d Filing peak hour traffic at the Vine/Lemay
intersection. Figure 11 shows the base condition plus the site traffic at the Vine/Lemay
intersection. Table 6 shows the base condition plus site traffic operation and calculated
delay at the Vine/Lemay intersection. Calculation forms are provided in Appendix F. In
the morning peak hour, this intersection continues to meet the level of service criteria.
In the afternoon peak hour, it does not meet the level of service criteria. The percent
difference in overall intersection delay due to the Storybook, 2"d Filing is 1.27 percent in
the afternoon peak hour. This increase in delay is less than 2 percent. Therefore, the
Storybook, 2"d Filing is NOT constrained by the APF limitation at the Vine/Lemay
intersection.
Alternative Mode Analyses
The Storybook, 2"d Filing site is in ,an area within which the City requires
pedestrian and bicycle level of service evaluations. Appendix G shows a map of the
area that is within 1320 feet of the Storybook, 2"d Filing site. The Storybook, 2"d Filing
site is located within an area termed as `other, which sets the pedestrian level of
service threshold at LOS C for all measured categories. There are two destination
areas within 1320 feet of the proposed Storybook, 2"d Filing: 1) the existing Storybook
neighborhood to the west and 2) the residential neighborhood to the west, west of
Turnberry Drive. Appendix G contains a Pedestrian LOS Worksheet.
Based upon Fort Collins bicycle LOS criteria, there are no destination areas
within 1320 feet of the Storybook, 2" Filing site.
Currently, this area is not served by Transfort.
Conclusion
It is concluded that, with full development of the Storybook, 2"d Filing, the future
level of service at the key intersections will be acceptable. The Storybook, 2"d Filing .
can be built without additional geometry or other street improvements. The Storybook,
2"d Filing is not constrained by the APF limitation at the Vine/Lemay intersection.

Figure 4 shows the site plan for the Storybook, 2"d Filing. The Storybook, 2nd
Filing will consist of 76 single.family dwelling units. Access to the site will be via Little
John Lane and Chesapeake Drive. Trip Generation, 9th Edition, ITE was used as the
reference document in calculating the trip generation. Land use code 230 (Residential
Condominium/Townhome) was used for the Storybook, 2"d Filing. Table 2 shows the
trip generation for the Storybook, 2"d Filing. The Storybook, 2" Filing is expected to
generate 506 daily trip ends, 41 morning peak hour trip ends, and 48 afternoon peak
hour trip ends.
Directional distribution of the generated trips was determined for the Storybook, 2nd
Filing. site and is shown in Figure 5. Figure 6 shows the site generated peak hour traffic
assignment of the Storybook, 2"d Filing.
Figure 7 shows the short range (2016) background morning and afternoon peak
hour traffic at the key intersections. Background traffic volume forecasts for the short
range (2016) future were obtained by reviewing traffic studies for other developments, in
this area and reviewing historic counts in the area. Table 3 shows the short range
(2016) background morning and afternoon peak hour operation at the key intersections.
Calculation forms are provided in Appendix C. The. key intersections will operate
acceptably with the existing control and geometry in the short range (2016) future.
Figure 8 shows the short range (2016) total morning and afternoon peak hour
traffic at the key intersections. Table 4 shows the short range (2016) total morning and
afternoon peak hour operation at the key intersections. Calculation forms are provided
in Appendix D. The key intersections will operate acceptably during the morning and
afternoon peak hours with the existing control and geometry.
Vine/Lemay Adequate Public Facilities
Proposed developments in Northeast Fort Collins are required to address the
operation at the Vine/Lemay intersection. This intersection has operational and
geometric constraints that create an adequate public facilities (APF) issue. Succinctly, if
this intersection does not meet the level of service (LOS) criteria, then a development
may add traffic such that the overall intersection delay is not increased by more than 2
percent over the base condition. The intersection falls under the operational criteria of
"all other areas." In this area, acceptable operation at signalized intersections during
the peak hours is defined as level of service D or better for the overall intersection, and
level of service E or better for any leg or movement.
City of Fort Collins Traffic Operations staff have developed the base condition.
The base condition is described as the current traffic (2012) plus traffic from .those
development projects that have a commitment at this intersection. Figure 9 shows the
base condition peak hour traffic. Table 5 shows the operation and calculated delay at
the Vine/Lemay, intersection using the base condition traffic. Calculation forms are
provided in Appendix E. In the morning peak hour, this intersection meets the level of

This memorandum addresses the transportation impacts of the proposed
Storybook, 2"d Filing. The existing Storybook development is located in the northeast
quadrant of the Mountain Vista-Adriel/Turn berry intersection in Fort Collins. The site
location is shown in Figure 1. Storybook, 2"d Filing is a single family residential
development consisting of 76 dwelling units. The scope of this study was discussed
with the Fort Collins Traffic Operations Engineer. A brief memorandum was requested.
The Base Assumptions form is provided in Appendix A.
Figure 2 shows the current geometry at the key intersections in the area. There
are sidewalks along the north side of Country Club Road, east of Turnberry Road, and
on the east side of Turnberry Road, north of Country Club Road. There are also
sidewalks on the east side of Turnberry Road, between Mountain Vista Drive and
Rangeview Drive, and on the north side of Mountain Vista Drive, between Turnberry
Road and Little John Lane. There are bicycle lanes along Mountain Vista Drive,
Turnberry Road, and Timberline Road. There are also bicycle lanes along Country Club
Road, east of Turnberry Road.
Timberline Road, Mountain Vista Drive, and Turnberry Road are classified as
arterial streets. Country Club Road is classified as a collector street. All other streets
are considered to be local streets. Figure 3 shows an estimate of 2013 peak hour traffic
at the Timberline/Mountain Vista, Mountain Vista/Little John, Mountain Vista-
Adriel/Turnberry, Turnberry/Chesapeake, and Turnberry/Country Club intersections.
City staff agreed that no new traffic counts would be required. Table 1 shows the
current morning and afternoon peak hour operation of the key intersections. Calculation
forms are provided in Appendix B. A description of level of service for unsignalized
intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins
Motor Vehicle LOS Standards (Intersections) are also provided in Appendix B. This area
is considered to be "low density mixed use residential" according to .the Fort Collins
Structure Plan. The key intersections operate acceptably during the peak hours with
existing control and geometry..
