Since we are dealing with high voltage, specially trained crews would perform the work. There was no mention of Mountain View Church being liable for any of the costs associated with vegetative maintenance. We agree that the ornamental trees will enhance the site and we have them included in our plan as we move forward. There is one point of concern I wanted to address. When the PRPA first responded to the City's request, I was under the impression that they wouldn't be allowed. This was mostly due to the risks associated with having anything in the powerline ROW and the costs associated with outages and maintenance. I know that you discussed guidelines for placement and sizing of the trees to eliminate these concerns and risks. But, in the event that these trees wereto cause an issue, under the current agreement, who is liable for any costs associated with damages or outages due to these trees? We are installing these trees as a part of our project, but only at the City's request and as a result of the agreements you came to in your meeting.
