The landscape plan for the project will utilize the following xeriscape principles:
Plant material with low to moderate water requirements
Limited turf areas
Effective use of soil amendments
An efficient irrigation system
Appropriate maintenance
PRINCIPLE GM-8: The city will promote compatible infill and redevelopment in
areas within the Growth Management Area boundary.
Policy. GM-8.1: Targeted Redevelopment/Infill
The Mountain View Community Church will be an infill project surrounded by :existing
development. The project site is located within the targeted redevelopment area of the
Growth Management Area Boundary.

Policy T-4.1
The Poudre River Trail is within one mile of the project site making cycling to the site a
viable alternative to the automobile.
PRINCIPLE T-5: The City will acknowledge pedestrian travel as a viable
transportation mode and elevate it in importance to be in balance with all other
modes. Direct pedestrian connections will be provided and encouraged from
place of residence to transit, schools, activity centers, work and public facilities.
Policy T-5.2 Connections
The Mountain View Community Church development will be adding a detached
sidewalk along Buckingham Street connecting to the existing asphalt path to the along
Lemay Avenue. This connection will allow pedestrian access to transit stops and other
businesses in the area. Sidewalks are designed within the development to allow easy
pedestrian access from the parking areas to the building.
PRINCIPLT T-9: Private automobiles will continue to be an important means of
transportation.
Policy T-9.2
This project will be adding improvements along Lemay Avenue that include dedicated
turn lane striping at the intersection of Buckingham Street for the north and south bound
lanes. The project will also be adding an acceleration lane on Lemay Avenue south of
Buckingham Street.
PRINCIPLE CAD-4 Security and crime prevention will continue to be important
factors in urban design.

Mountain View Community Church will be designed and landscaped to provide a safe
environment for worshipers and employees by providing appropriate lighting around
buildings and parking areas and avoiding the creation of hidden areas within the
landscaping.
PRINCIPLE ENV-4: Drinking water provided by the City's. Water Utility will meet
or exceed customer expectations for quality, quantity and reliability. Water
Conservation will be strongly encouraged.

visual interest to the building.
The landscape design will provide foundation planting to compliment the building and
provide multi -seasonal interest. Service areas will be screened, as will the parking from
residents' views from the east. Street trees will be added along Buckingham Street and
Lemay Avenue where possible. The existing trees along the west property line will be
preserved. Shade trees and other landscaping will be provided in the parking area.
We believe Mountain View Community Church will be a valuable asset to the entire
community and a welcome addition to Fort Collins. This project will be built on a great
infill site, be easily accessible within the community, and provide an exciting new look to
an older area of town.

PRINCIPLE LU-1: Growth within the city will promote a compact development
pattern within a well-defined boundary.
Policy LU-1.1 Compact Urban Form
This project will be an infill development. The project is surrounded by industrial
development on the north, south, and west sides and residential development on the
east side. This project will be an infill development.
PRINCIPLE,LU-2: The city will maintain and enhance its character and sense of
place as defined by its neighborhoods, districts, corridors, and edges.
Policy LU-2.2 Urban Design
The Mountain View Community Church will promote a compact development with a
unique identity.
PRINCIPLE T-1: The physical organization of the city will be supported by a
framework of transportation alternatives that maximizes access and mobility
throughout the city, while reducing dependence upon the private automobile.
Policy T-1.1 Land Use Patterns
The nearest transit stop is located at southwest and northeast corners of Vine Drive and
Lemay Avenue. This is approximately one-fourth of a mile away. The close proximity to
a transit stop permits public transit to become a viable alternative to the automobile.
PRINCIPLE T-4: Bicycling will serve as a practical alternative to automobile use
for all trips.

RE: Planning Objectives for Mountain View Community Church
Dear Ted:
The Mountain View Community Church is located on 6.35 acres of land on the
southwest comer of Lemay Avenue and Buckingham Street. The property is currently
undeveloped but is surrounded on all sides by existing development.. New Belgium
Brewery borders the site on the north, multiple industrial business are to the west and
south. Residential properties border the site to the east. The property is currently
zoned I- Industrial District.
The site will have one entrance accessible from Buckingham Street. This project will
provide a dedicated emergency access acceptable to the Poudre Fire.Authority in
addition to the building being equipped with a fire suppression system. Based on
conversations with Fort Collins Engineering and Transportation it is anticipated this
project will be required to provide left turn lane improvements along Lemay Avenue that
will include widening on the southwest comer of Lemay Avenue and Buckingham Street
and lane striping on Lemay Avenue north and south of the intersection. Stormwater
detention will be provided on the south side of the site and a drainage swale will be
located on the east side of the side along Lemay Avenue.
Mountain View Community Church will be a one-story, 26,500 square foot religious
worship and assembly building. The church will consist of a sanctuary, entry/common
area and office/classroom/meeting room area. The church will provide 138 on -site
parking spaces. The site plan also shows a potential future phase that includes
approximately 4, 000 square feet of classroom area, 55 additional parking spaces and
an exterior playground area.
The Mountain View Community Church architecture will meet City Code requirements.
The exterior finishes will include stucco and stone in earth tones. The church entry will
have a glass atrium that extends up to a clearstory level. The sanctuary will have a high
vaulted ceiling creating the appearance of a two-story building. The west side office
window will have fabric awnings to shade them from the west sun. Other windows will
