10/15/2013: The development has submitted a variance request to use the current AASHTO
sight distance criteria which is a shorter distance than the City's criteria. With the acceptance of
the variance request Traffic Op's feels there should not be landscaping in the easement that
blocks visibility of Drake Road traffic approaching from the east. Landscaping within the sight
distance easement must meet LCUASS 7.4.C.5. and 6.

10/15/2013: Using the TIS PM background and short term total volumes in the City model
results in failing LOS levels for the intersection as well some approaches and movements. The
City's existing condition can meet LOS standards. Per City policy and codes the development
is required to mitigating LOS failures back to acceptable standards. City traffic staff needs
discussion with the applicants TE to determine differences in the respective analysis/models
before finalizing this comment.

10/09/2013: Thank you for including the bus stop on all of your plan sets. Please clarify that
this area will be a concrete pad in both the site plan and landscape plans. The landscape
plans shows sod in the bus stop area.
09/09/2013: In the Conceptual Review comments I had indicated that Transfort does not
currently serve this area of town, but plans to in the future. Since then Transfort has begun
planning service changes for 2014 which will provide service to this site. Therefore, this
development will need to build the bus stop pad requested in initially. The bus stop needs to
be shown on all plan sets, it shall be either within the ROW or a Transit Easement if outside of
the public ROW. The pad shall have a 5' wide connection to the curb and adjacent sidewalk
and a bus stop concrete pad of at least 20' wide by 12' deep shall be provided adjacent to the
sidewalk and curb. If you need assistance designing such pad please feel free to contact me.

AASHTO standards. The constraining elements are the rise in Drake Road, the berm on the
south side of Drake and a mature evergreen tree on the south side of Drake. Please make
sure any new landscaping elements planned within the defined sight distance easement meet
the City's sight distance policy found in the LCUASS Appendix C, Section 4.4

10/16/2013: Thank you for including the Bicycle and Pedestrian LOS analysis. However the
pedestrian LOS discussion used from the previous 2012 TIA was not accurate. The pedestrian
LOS thresholds changed and were updated in the LCUASS based on the 2011 Pedestrian
Plan. ,This impacts this property such that it is not in a "Activity Center" based on the new map
and as such should be rated on the "Other Areas Within City" category. Based on this update
the property does meet the LOS of "C" standard required for that category for all thresholds,
directness, continuity, street crossing, visual interest, and security. Please update the narrative
in the October 1, 2013 TIS to reflect the updated standards and tables.

these were easements dedicated between land owners and not dedicated to the City. They
will need to be formally dedicated to the City wiht the City's standard dedication and recorded
at the County prior to Final Approval. Each dedication is $250.00 plus an additional fee to
record at Larimer County. 09/18/2013:: Is an access and emergency access easement being
proposed by separate document west of the project? This reception number will need to be
