BHA will coordinate with MAVD and Matt Delich to update the traffic analysis to see if a signal can be warranted. Project Phasing & Development: Custom Blending ■ City Planning recommended that the south PDP (Custom Blending) be platted as Harmony Technology Center Third Filing as long as this project is submitted and recorded first. Roadway improvements for can be constructed with a temporary turnaround if desired by MAVD. If this is the case, then Precision Drive wouldl have a turnaround immediately west of the Custom Blending driveway entrance and show future design to Technology Pkwy. Technology Parkway construction is not necessary at this time but would need to be designed adjacent to the plat. Project Phasing & Development: Office Building ■ City Planning recommended that the office development be Harmony Technology Center Fourth Filing, being a partial re -plat of the Second Filing, Lot 1. This will allow all easements within a portion of Lot 1 to be vacated by re -plat. Any existing easements on the remaining area of Lot 1 can be left as is until the remaining portion of Lot 1 is re -plated in the future. Also, the city stated that the ownership of Lot 1 can effectively be split by the re -plat and that vested rights remain in place even with the proposed re -plat. ■ The re -plat of Lot 1 can be completed concurrently with the minor amendment as separate processes which will converge at approval time. The plat being approved after the minor amendment approval. ■ Technology Parkway may terminate with a dead end south of Timberwood. Timberwood can be constructed from Technology Parkway, east to a temporary turnaround at the re -plated lot boundary with a future design to Lady Moon. The proposed improvements for Timberwood are expected to be within the platted boundary of the existing right of way. ■ If future plans are to modify the Timberwood alignment, the new right -of way (ROW) should first be dedicated to the City. Then begin the process to vacate the old ROW which will require City Council approval. This will not affect the office development if no right of way vacation is proposed as part of the re -plat. ■ Timberwood Dr. may keep the 62' road width and may be modified in the future if it becomes a private roadway. The 62 foot roadway section does not allow on - street parking but this can be changed when the right of way is vacated in the future. • A Level of Service (LOS) needs analysis for pedestrian and bikes on Harmony Road will need to be completed. ■ Sidewalk connectivity is necessary for improvements along the frontage of re - platted lot 1 and connecting into the current end of sidewalk near the Harmony house. ■ MAVD will need to coordinate with Matt Baker to determine if any funding is available for offsite walks west of the site (to the end at harmony house). ■ Street over sizing fees will apply to the re -plated part of Lot 1 frontage only. Harmony Technology Park ■ Spring or summer of 2008 the City Street Oversizing department is scheduled to complete overlay of Harmony Road which will include the frontage of the HTP property. ■ Stantec will contact Matt Baker to discuss timing and coordination of improvement work along Harmony Road. ■ No wet utility cuts in the roadway are anticipated by the City Staff as utilities are already stubbed into Technology Parkway or located along the south side of harmony road. This will need to be verified by Stantec. ■ Note: In a subsequent meeting with Fort Collins Loveland Water District (FCLWD) the District is planning to install a 24" water main on the south side of Harmony Road. This work will also need to be coordinated with the City's planned overlay and street improvements along Harmony by MAVD. ■ Widening of Harmony Road should reasonably comply with the intent of the approved plans for the Harmony Technology Center Second Filing and Harmony Road / Technology Parkway intersection plans by Sear -Brown. These plans must be updated into a new design that incorporates the intent of those prior approvals. • The 80' setback established with 2nd Filing (as the Ultimate Condition) is valid for use in the 4d' filing (replat of a portion of Lot 1, 2nd filing). Signalized Intersection at Technology Parkway/Harmony Road It was explained that Ward Stanford will not allow a signal without warrant for the need. Ward will need an updated Traffic Impact Study.
