C. The Thorland Subdivision, PDP meets the plat standards located in
Section 3.3.1 Plat Standards of ARTICLE 3 GENERAL
DEVELOPMENT STANDARDS of the LUC.
D. The Thorland Subdivision, PDP meets the applicable Land Use and
Development Standards located in Sections 4.2(D) and (E) of ARTICLE
4 DISTRICTS.
RECOMMENDATION:
Staff recommends approval of the Thorland Subdivision, Project Development Plan - #9-
08.

previously approved and recorded subdivision plat. The Thorland
Subdivision plat is dedicating an additional 2 feet of ROW along the north
side of Kechter Road. Drainage, utility, access, and emergency access
easements necessary to serve both Lots 1 & 2 will be dedicated with the
Thorland Subdivision plat, if approved and filed.
2) Reservation of sites for flood control, open space and other municipal uses
shall be made, as necessary, in accordance with the requirements of this
LUC.
5. ARTICLE 4 - DISTRICTS
The Thorland Subdivision, PDP complies with the applicable requirements of the
LUC in Division 4.2 Urban Estate District.
A. The Thorland Subdivision, PDP complies with the minimum lot size set
forth in Section 4.2(D)(1)(b) Density/Intensity. Lots that are not clustered,
as in the Thorland Subdivision, shall be one-half (1/2) acre or larger. Lot 1
will be 2.3 acres in size and Lot 2 will be 3.9 acres in size.
B. The Thorland Subdivision, PDP complies with Section 4.2(E)(1) Street
Connectivity and Design. To the maximum extent feasible, development
in this District shall comply with the standards contained in Section 3.6.3
Street Pattern and Connectivity Standards, in order to provide integration
between neighborhoods. The plat is dedicating a 51 foot wide right-of-way
for a future local street (Sage Creek Road) running east — west
approximately 450 feet north of Kechter Road. This future street would
provide a local street connection into properties to the east and west of the
Thorland property.
6. Findings of Fact/Conclusion
A. The Thorland Subdivision, PDP contains an existing permitted use in the
UE — Urban Estate Zoning District.
B. The Thorland Subdivision, PDP meets the procedural requirements
located in Division 2.1 General Procedural Requirements, Division 2.2
Common Development Review Procedures for Development
Applications, and Division 2.4 Project Development Plan in
ARTICLE 2 ADMINISTRATION of the LUC.

4. ARTICLE 3 GENERAL DEVELOPMENT STANDARDS
The Thorland Subdivision, PDP complies with the applicable requirements of the
LUC, specifically the plat requirements located in Section 3.3.1 Plat Standards
in ARTICLE 3 GENERAL DEVELOPMENT STANDARDS.
A. The subdivision plat is in compliance with Section 3.3.1(A) General
Provisions in that:
1) The subdivision plat will be filed and recorded only after having been
approved by the Director of Planning, with such approval evidenced in
writing on the plat and signed by the City Clerk.
2) No building permit or certificate of occupancy shall be issued for
construction of any new principal building, enlargement of any principal
building used for nonresidential purposes by more that 25% of the existing
floor area of such building, or no act which changes the use of any
building shall be permitted until a subdivision plat is filed and recorded in
the City of Fort Collins.
B. The subdivision plat is in compliance with Section 3.3.1(B) Lots in that:
1) Lot 1 has direct vehicular access to a public street (Kechter Road). Lot 1
fronts on a public street (Kechter Road). An Access & Utility Easement
will be dedicated through Lot 1 from Kechter Road to the ROW for a
future street (Sage Creek Road) that would run east — west through the
property. Lot 2 will front on, and have direct access to, this newly
dedicated ROW. The side lot lines for both lots are substantially at right
angles or radial to the street lines.
2) The general layout of parcels, driveways, utilities, drainage facilities,
street ROW, and other services within the proposed Thorland Subdivision,
PDP have been previously established by other means or are being
dedicated with this plat.
C. The subdivision plat is in compliance with Section 3.3.1(C) Public Sites,
Reservations and Dedications in that:
1) An applicant shall be required to dedicate rights -of way for public streets,
drainage easements and utility easements as needed to serve the area being
platted. The right-of-way (ROW) for Kechter Road was dedicated by a

The property was annexed in March, 2008 as the Thorland No. 1 and Thorland
No. 2 Annexations.
The property was platted as Lot 1, Blehm Subdivision in Larimer County in
September, 1975.
Purpose of the Subdivision
The purpose for the replatting of the approved and recorded Lot 1, Blehm
Subdivision is to create two (2) lots on the property instead of the one (1) lot
currently platted. The new subdivision plat will create Lot 1, being 2.3 acres in
size, and Lot 2, being 3.9 acres in size. The new plat will also dedicate a 51 foot
wide ROW for a future street (Sage Creek Road) that would run east — west
through the property approximately 450 feet north of Kechter Road.
There is an existing single-family residence and outbuildings on Lot 1. The
Applicants' intent, with the replat, is to construct a new single-family residence
on Lot 2.
Staff has determined that there is no detriment to a development plan associated
with the platting of the two lots and street ROW.

LUC, specifically the procedural requirements located in Division 2.1 General
Procedural Requirements, Division 2.2 Common Development Review

PROJECT DESCRIPTION:
This is a request to replat one (1) existing lot into two (2) lots on a 6.68 acre property
located on the north side of Kechter Road approximately 800 feet east of South
Timberline Road. New Lot 1 (south end) would be 2.3 acres in size and new Lot 2 (north
end) would be 3.9 acres in size. There will be a 51 foot wide right-of-way (ROW) for a
potential future street running east to west (Sage Creek Road) that will be dedicated as
part of the replat. The property being considered for subdividing is Lot 1 of the Blehm
Subdivision, being addressed as 2224 Kechter Road. The southerly portion of the
property is partially developed (with one single-family residence and outbuildings). The
property is currently zoned UE - Urban Estate.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
This request is to create a 2-lot subdivision plat for a property that presently is platted as
one (1) lot. The request complies with the applicable requirements of the Land Use Code
L( UC), specifically the procedural requirements located in Division 2.1 General
Procedural Requirements, Division 2.2 Common Development Review Procedures
for Development Applications, and Division 2.4 Project Development Plan located in
ARTICLE 2 ADMINISTRATION; standards and requirements located in Section
3.3.1 Plat Standards in ARTICLE 3 GENERAL DEVELOPMENT STANDARDS;
and, applicable standards located in Section 4.2(D) Land Use Standards and Section
4.2(E) Development Standards in ARTICLE 4 DISTRICTS, Division 4.2 Urban
Estate District.
