Cargill is required to process an ODP. With that being said will there a be TIS required for the ODP, being that the TIS
was waived for the PDP? The ODP does nothing but show the existing access points from the surround neighborhood
and state the potential uses. It seems to me if a use were to come forward that would require a TIS that it could be
reviewed at a PDP level.

The reason for the ODP is because they own the land not being developed by the PDP.

growing areas and not office or commercial uses?
