I. Introduction
This transportation impact study addresses the Choice Center Mixed Use project located
in Fort Collins, CO. The project is a student housing/retail project being proposed by
Capstone Development from Birmingham, Alabama. The site is located off of South
College Avenue just south of Prospect Road at the intersection of Spring Park. The site
is primarily vacant and is the property that was a mobile home park that was destroyed
during the flood of 1997. The remaining portions of the site is in an old strip mall that
will be redeveloped.,
The project entails the construction of apartment units consisting of 1,2 and 3 bedrooms
(1000 bedrooms approximately) and three retail buildings. The project will be
constructed in 2 phases. Figure 1 on the following page is a vicinity map displaying the
location of the project.
II. Agency Discussions
Discussions with City staff indicated that an full traffic study as described in Chapter 4
of the Lorimer County Urban Area Streets Standards (LCUASS) would be appropriate
for this particular development. Staff also requested that an alternative modes analysis
be conducted as part of the TIS. Although the peak hours for a student housing oriented
development are between 10:OOAM and 3:OOPM, the City requested that standard peak
hours be used in the study.
There are no immediate or pending projects within the area to consider and background.
traffic is assumed to be 1.5% per year. The short-range horizon for the project is the
year 2010 and the long range 2028. Appendix A contains the form (Attachment A),
which outlines the agreed to scope of the study
