1. "the plan as submitted will promote the general purpose of the standard for
which the modification is requested equally well or better than would a plan
which complies with the standard".
2. The requirement for on -street bike lanes would place and unusual and
exceptional hardship on the developer.
3. Bikes are prohibited on College Avenue and there are no bike lanes on
Prospect Road (from Shields to Timberline). Adding bike lanes to these
roadways is neither practical nor feasible.
The owners of the project respectfully request the granting of the modification to the
standard.

SUBJECT: Choice Center Development — Request for Modification of the Standard
In accordance with Section 2.8.2 of the Fort Collins Land Use Code, the owners of the
Choice Center Development Center request a modification of the standard as it pertains to
bicycle level of service (LOS). The bicycle LOS standards are found in Part II of the City
of Fort Collins Multi -modal Transportation Level of Service Manual.
The surrounding street system was evaluated for compliance with the City of Fort Collins
bicycle level of service standards. Acceptable LOS for bicycles is considered C. To
achieve LOS C, the project must have at least direct access to either north/south or
east/west on -street bike lanes.
Prospect Road and College Avenue do not have bike lanes as part of their geometries.
Bicycles are prohibited on College Avenue and adding bike lanes on these two roadways is
outside the realm of this project or even a City Capital project at this time. The bicycle
LOS for the project has been calculated at D.
However, the project will have excellent connectivity for bikes since the site is located at
the intersection of the Spring Creek bicycle trail and the Mason Corridor. The
functionality of the bicycle system at this location is outstanding, irregardless of not
meeting the standard.
Granting of the modification request will not be detrimental to the public good, health, or
safety. The following criteria for approving the request:
